Union Minister for Rural Development Shri Shivraj Singh Chouhan formally launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 during a hybrid event at Krishi Bhawan on September 10, 2026. The launch was attended by State Revenue and Registration Ministers, Principal Secretaries, and senior officials from across the country via video conferencing.
The Central Sector Scheme has been approved with an outlay of ₹565.50 crore for the period 2026–2031. The program aims to establish an integrated, GIS-based 'Land Stack' that will bring together different layers of land-related information including georeferenced cadastral maps, Records of Rights, property registrations, and relevant court matters through GIS-based digital interfaces. The Land Stack will enable different land-related systems to be connected and accessed in an interoperable manner, allowing each State to develop its own Land Stack by integrating various land-related datasets and systems through APIs. These State-level Land Stacks will form the building blocks of a National Land Stack developed in a federated manner.
Key components include the Universal Bhu-Aadhaar (ULPIN) which assigns a 14-digit unique identifier to every land parcel in the country to establish unambiguous property identities and eliminate fraud. The program will modernize 75 high-footfall Sub-Registrar Offices into citizen-friendly Registration Seva Kendras (RSKs) modeled after Passport Seva Kendras, featuring digital queue management and improved amenities.
DILRMP 3.0 includes systematic scanning and digital archiving of historical land and property registration records to protect inheritance rights and curb ancestral land disputes. It establishes a secure digital Registration Repository framework for registered deeds and encumbrance information to enable ownership verification, transaction history, and property due diligence. The program modernizes the Revenue Court Case Management System (RCCMS) by linking it directly with land records to reduce case pendency and expedite mutation settlements, creating paperless revenue courts. It also accelerates the NAKSHA pilot project to create accurate, GIS-based urban land records and issue Urban Property Cards (UrPro Cards).
Implementation will be across all States and Union Territories with 100% central funding under a phased, performance-linked mechanism managed through the Public Financial Management System (PFMS). Progress will be monitored in real-time via an upgraded DILRMP-MIS dashboard overseen by the Project Sanctioning & Monitoring Committee (PS&MC). The Minister noted that previous phases successfully digitized 99.90% of Records of Rights (RoRs) and 97% of cadastral maps, while computerizing 99% of Sub-Registrar Offices.
