The Ministry of Law and Justice has launched the Designing Innovative Solutions for Holistic Access to Justice (DISHA) 2.0 Scheme, a Central Sector Scheme for pan-India implementation covering all districts including those in Gujarat. The scheme will run for the period 2026-31 and aims to leverage technology to develop and enhance the outreach of people-friendly solution platforms for legal services.
The DISHA 2.0 Scheme comprises four key components: Tele-Law: Reaching the Unreached, which provides free pre-litigation advice to all citizens; Nyaya Bandhu (Pro-Bono Legal Services) Programme; Legal Literacy and Legal Awareness Programme; and VIDHI (Vision for Integrated Delivery of Harmonized Legal Initiatives)-Sanjeevani.
Monitoring of the scheme's progress will be conducted through VIDHI-Sanjeevani, a Centralized Integrated Dashboard, supplemented by regular review meetings, field visits, and direct feedback mechanisms including regional workshops. A dedicated Programme Management Unit (PMU) has been established to oversee implementation. The information was formally presented by Minister of State (Independent Charge) of the Ministry of Law and Justice and Minister of State in the Ministry of Parliamentary Affairs Shri Arjun Ram Meghwal in a written reply to a question in Lok Sabha.
