The Ministry of Panchayati Raj is organizing Special Gram Sabhas across India on October 2, 2026, to discuss transformative governance reforms and launch the People's Plan Campaign 2026-27 titled 'Sabki Yojana, Sabka Vikas'. This campaign will enable Gram Panchayats to prepare their Gram Panchayat Development Plans (GPDPs) for Financial Year 2027-28 through participatory and evidence-based planning. More than 2.55 lakh Gram Panchayats currently prepare and upload their plans on the eGramSwaraj platform.

Multiple government ministries and departments are participating in this whole-of-government approach to grassroots development. The Ministry of Panchayati Raj will highlight strengthening through Finance Commission grants, capacity building under Rashtriya Gram Swaraj Abhiyan, digital governance through eGramSwaraj and AuditOnline, Own Source Revenue initiatives, SVAMITVA, and the Panchayat Advancement Index. The Department of Rural Development will present the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) providing a statutory guarantee of 125 days of wage employment, along with Viksit Gram Panchayat Plans.

The Department of Drinking Water and Sanitation will discuss Jal Jeevan Mission for rural household tap water connections and Swachh Bharat Mission (Grameen) for sanitation, ODF Plus, and solid and liquid waste management. The Department of Water Resources will present Jal Sanchay Jan Bhagidari: Catch the Rain and revised watershed development norms for groundwater recharge and water conservation. The Department of Food and Public Distribution will highlight One Nation One Ration Card for foodgrain portability and Pradhan Mantri Garib Kalyan Anna Yojana for food security.

Additional initiatives include the Department of Consumer Affairs' National Consumer Helpline and e-Jagriti for consumer awareness, and the Department of Land Resources' Digital India Land Records Modernization Programme for digitized land records. Discussions will also cover new criminal laws (Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, Bharatiya Sakshya Adhiniyam), digital transformation, cooperative strengthening, and initiatives for women and children including Bal Vivah Mukt Bharat and Nasha Mukt Bharat Abhiyan. The Solid Waste Management Rules, 2026 will be discussed as Swachhata Hi Seva 2026 culminates.
