The Ministry of Personnel, Public Grievances & Pensions has revised and launched the National Standards for Civil Service Training Institutions as NSCSTI 2.0 on July 18, 2025. The revision was undertaken to ensure alignment with the evolving objectives of Mission Karmayogi and the strategic role of Civil Service Training Institutions in institutionalizing continuous learning and delivering competency-based training.
A structured consultative process including a national level workshop with accredited CSTIs was conducted to review implementation, resulting in the restructuring of the framework and rationalization of assessment metrics from 59 to 43 parameters. The assessment metrics focus on themes including course design, faculty development, resource and training targets, digitization and training delivery, training evaluation and quality assurance, and governance and operation functions of training institutions.
Measures to strengthen quality and standardization include preparation of Quality Improvement Plans based on gap analysis with mentoring from higher-rated institutions, faculty development through targeted training programmes, support for digitisation of training content, strengthening of governance and procurement processes, and establishment of a continuous benchmarking and collaborative ecosystem for resource sharing and data-driven decision-making across Central and State training institutions.
Training Institutes receive 1-Star to 5-Star ratings based on performance assessment, with 209 institutes already accredited. Among these, 25 institutions have received 4-star or above ratings, while the remaining have 3-star or below ratings.
