The Ministry of Women and Child Development provided a comprehensive update on government initiatives for women's safety, security, and empowerment through Mission Shakti and child protection through Mission Vatsalya.
Under Mission Shakti's Sambal vertical, 991 One Stop Centres (OSCs) have been made operational across the country since their inception on 1st April 2015, providing integrated support including medical aid, legal aid, temporary shelter, police assistance, and psycho-social counseling to women affected by violence. These centres have assisted over 15.20 lakh women nationwide as of 30th June 2026. Specifically in Madhya Pradesh, 63 OSCs are operational, including one each in Narmadapuram, Narsinghpur, and Raisen districts of the Hoshangabad–Narsinghpur Parliamentary Constituency, with over 1.65 lakh women assisted in the state.
The Women Helpline (181), another component of Sambal, has provided 24-hour toll-free telecommunication support to over 1.04 crore women across India since inception, including 3.83 lakh women from Madhya Pradesh. Significant integration efforts have been implemented, with 661 OSCs integrated with Women Helpline, and further integration with Emergency Response Support System (ERSS-112), Child Helpline (1098), and Shakti Sadan for long-term institutional support and rehabilitation.
For child protection, the Ministry implements Mission Vatsalya across all States and Union Territories, providing both institutional care through Child Care Institutions (CCIs) and non-institutional care through sponsorship, foster care, adoption, and after care services. The integrated Mission Vatsalya Portal incorporates Track Child portal for missing/found children and Khoya-Paya application, and is integrated with the Crime and Criminal Tracking & Network Systems (CCTNS) of the Ministry of Home Affairs for interoperability in matching FIRs of missing children.
The Ministry of Home Affairs has implemented several crime prevention initiatives including the Bharatiya Nyaya Sanhita, 2023 effective from 1st July 2024, Anti Human Trafficking Units (AHTUs) in every district, Crime Multi Agency Centre (Cri-MAC) for real-time crime dissemination, National Database of Human Trafficking Offenders (NDHTO), National Database on Sexual Offenders (NDSO), Investigation Tracking System for Sexual Offences (ITSSO), and Emergency Response Support System (ERSS) with single emergency number 112. Additionally, the Indian Cyber Crime Coordination Centre (I4C) and National Cyber Crime Reporting Portal address cyber-crimes with special focus on women and children, supported by the Cyber Crime Prevention against Women and Children (CCPWC) Scheme.
Mission Shakti is implemented as a Centrally Sponsored Scheme with State Governments and UT Administrations, monitored annually through Programme Approval Board (PAB) meetings and continuous review through meetings, video conferencing, and field visits. The Ministry has developed a Mission Shakti Dashboard for real-time tracking of scheme functioning at district, state, and national levels.
