Government Response on Jammu Drug De-addiction Infrastructure
The Ministry of Social Justice and Empowerment has formally informed the Rajya Sabha that there is no proposal at present to establish integrated drug de-addiction and vocational training centres in the Jammu region. This statement was provided by Minister of State Shri B.L. Verma in a written reply to Shri Sat Paul Sharma on August 7, 2026.
Existing De-addiction Infrastructure in Jammu & Kashmir
The Union Territory of Jammu & Kashmir currently operates one Integrated Rehabilitation Centre for Addicts (IRCA) and six District De-addiction Centres (DDACs) functioning as rehabilitation centres. Under the National Action Plan for Drug Demand Reduction (NAPDDR), the region has additionally established two Community-based Peer Led Intervention (CPLI) centres, three Outreach and Drop-In Centres (ODICs), and twenty-one Addiction Treatment Facilities (ATFs) to strengthen de-addiction services. The establishment and monitoring of new de-addiction centres is described as a continuous process.
NCORD Mechanism for Drug Trafficking Control
In response to queries about measures to tackle drug trafficking, the Ministry detailed the four-tier Narco Coordination Centre (NCORD) mechanism established by the Ministry of Home Affairs. This structure includes Apex, Executive, State/UT and District-level committees designed to ensure better coordination among Central and State drug law enforcement agencies and other stakeholders engaged in combating drug trafficking and drug abuse.
Since 2018, the Union Territory has held 17 State-Level NCORD meetings and 836 District-Level NCORD meetings to review the drug trafficking scenario, monitor enforcement actions, and ensure timely implementation of decisions. The most recent 10th Apex Level NCORD meeting was held on June 26, 2026.
The NCORD Portal serves as a comprehensive knowledge management platform for all four tiers of the NCORD mechanism, functioning as a repository of information relating to narcotics control and anti-drug abuse initiatives undertaken by the Central Government. This facilitates coordination and information sharing among all stakeholders.
The Government continues to strengthen institutional mechanisms for prevention, treatment and rehabilitation under the National Action Plan for Drug Demand Reduction while enhancing inter-agency coordination to effectively address the challenges posed by drug trafficking and substance abuse across the country.
