Government Showcases 12 Years of Governance Reforms Achievements
Union Minister Dr Jitendra Singh presented the 12-year achievements of the Ministry of Personnel, Public Grievances and Pensions, highlighting the transformation of governance systems under Prime Minister Narendra Modi's leadership. The Minister called upon State Governments to adopt Centre's governance platforms including Mission Karmayogi, CPGRAMS, Digital Life Certificate, and other technology-driven systems to accelerate progress toward Viksit Bharat 2047.
Key Governance Initiatives and Metrics
The press conference revealed significant quantitative achievements across various governance platforms. Mission Karmayogi's iGOTKarmayogi platform has reached over 1.65 crore registered users with nearly 13 crore course completions, representing one of the world's most ambitious civil service reforms. The CPGRAMS grievance redressal platform now handles approximately 25 lakh annual grievances, a dramatic increase from the previous 2 lakh grievances, indicating growing public confidence. Simultaneously, grievance redressal timelines have been reduced from an average of 157 days to just 13 days.
Recruitment and Administrative Reforms
Substantial reforms have been implemented in personnel administration, including the abolition of interviews for Group B (Non-Gazetted) and Group C posts to reduce subjectivity and strengthen merit-based recruitment. The National Rozgar Mela has distributed more than 12 lakh appointment letters across 19 events since October 2022. The government has also implemented reservation for Economically Weaker Sections and enhanced opportunities for Persons with Benchmark Disabilities through special drives to fill backlog vacancies.
Technology-Driven Governance Transformation
Digital platforms have become the defining enabler of governance reform, with initiatives including online RTI systems, e-HRMS, e-Office, digital performance appraisal systems, AI-enabled citizen interfaces, and paperless administration. The integration of Artificial Intelligence through AI Sarthi, AI Tutor, and AI-enabled learning tools is helping build a future-ready civil service. For pensioners, the Digital Life Certificate initiative using face-recognition technology has eliminated the need for physical office visits by elderly pensioners.
Institutional and Anti-Corruption Measures
The institutional framework has been strengthened through operationalisation of the Lokpal, amendments to the Prevention of Corruption Act, and technology-enabled vigilance mechanisms. Employee-centric reforms include expanded maternity and child care provisions, leave benefits for surrogacy, special leave for organ donation, and enhanced educational support for differently-abled children. Family pension benefits have been extended to divorced and separated daughters, and special maternity leave has been introduced for cases of stillbirth.
Future Initiatives
The government plans to develop an integrated AI-enabled single-window pension platform with multilingual support aimed at achieving a zero-delay pension regime. India's governance initiatives are attracting international attention, with delegations from South Africa, Mongolia, and Maldives studying India's experiences in public administration, digital governance, grievance redressal, and civil service reforms.
