Committee constituted under the chairmanship of Justice Prakash Prabhakar Navlekar (Retired)
Committee members include: Census Commissioner, Shri Durga Shankar Mishra (Retd. IAS), Shri Balaji Srivastava (Retd. IPS), and Dr. Shamika Ravi
Joint Secretary (Foreigners-I), Ministry of Home Affairs, will be the Member Secretary of the Committee
Committee mandated to submit its report within one year
Tenure of the Committee may be extended by up to six months if necessary
Committee will conduct comprehensive assessment of demographic changes across India due to illegal immigration and other abnormal reasons
Will analyze patterns of abnormal population changes at the level of religious and social communities
Will present well-planned and time-bound solution to address demographic change issues
Committee terms of reference include: deliberating upon challenges from demographic changes including illegal immigration; studying causes such as cross-border activities, economic opportunities, and socio-environmental factors; identifying factors including illegal immigration, abnormal settlement patterns, and orchestrated migration; analyzing structural population changes at religious/social community level; recommending operational mechanism for identification, detention, and deportation of illegal immigrants; recommending institutional mechanism for border management and population stabilization; proposing policy framework for Central-State coordination on illegal immigration
