Himachal Pradesh Bulk Drug Park Development Status
The Department of Pharmaceuticals, Government of India, sanctioned ₹1000 crore on October 11, 2022, for the development of a Bulk Drug Park in Haroli, District Una, Himachal Pradesh under the 'Promotion of Bulk Drug Parks' scheme. Of this total sanctioned amount, ₹225 crore has been released as of February 20, 2023. The Himachal Pradesh State Government has additionally sanctioned ₹118.46 crore and released ₹35.53 crore as state share in FY22-23 towards development of Common Infrastructure Facilities.
The project involves development of major common infrastructure facilities including water supply system, power infrastructure, Common Effluent Treatment Plant with Zero Liquid Discharge, steam generation system, warehouse, centre of excellence, solvent recovery system, emergency response centre and solid waste management facilities.
Component-wise Progress Status
The current physical and financial progress shows significant variation across infrastructure components. The raw, potable and demineralised water system has achieved 60% work completion with ₹55.6 crore expenditure incurred against an approved cost of ₹141.95 crore. Storm water drain network has 12% work completed with ₹9.68 crore spent against ₹86.71 crore approved cost. Internal road network and compound wall construction shows 10% completion with ₹15.03 crore expenditure against ₹149.44 crore approved cost.
Several critical components are at various tender stages: Common Effluent Treatment Plant and solid waste management (₹49.73 crore) and steam generation and distribution system (₹312.30 crore) have tenders released. Multiple components including incinerator (₹18.00 crore), collection & landfill site (₹37.00 crore), common solvent storage system (₹30.00 crore), common warehouse (₹60.71 crore), internal power distribution network (₹65.00 crore with ₹14.26 crore already spent), advanced laboratory testing centre (₹22.73 crore), emergency response centre (₹20.17 crore), safety/hazardous operations audit centre (₹14.43 crore), and centre of excellence (₹110.29 crore) all have tenders under preparation.
Project Timeline and Challenges
The scheme tenure has been extended until FY2026-27 based on representations from state governments, current project status, fund utilization levels, and anticipated completion timelines. Primary reasons affecting project delay include the late grant of Environmental Clearance which was received on September 25, 2025, procedural requirements for permission for felling of trees, and delays in bids for procurement. The project is regularly reviewed by the Scheme Steering Committee, Department of Pharmaceuticals officials, and a High Powered Committee headed by the Hon'ble Minister of Industries, Himachal Pradesh. Following environmental clearance, project activities have gained momentum with multiple infrastructure packages under implementation or advanced procurement stages to ensure timely completion.
