Himachal Pradesh Bulk Drug Park Development Status
The Department of Pharmaceuticals (DoP), Government of India, sanctioned ₹1000 crore on October 11, 2022, for the development of a Bulk Drug Park in Haroli, District Una, Himachal Pradesh, under the Scheme for 'Promotion of Bulk Drug Parks'. Of this total, ₹225 crore was released on February 20, 2023. The Himachal Pradesh State Government has additionally sanctioned ₹118.46 crore and released ₹35.53 crore as state share in FY22-23 towards Common Infrastructure Facilities (CIF).
The project involves developing major common infrastructure facilities including water supply system, power infrastructure, Common Effluent Treatment Plant (CETP) with Zero Liquid Discharge (ZLD), steam generation system, warehouse, centre of excellence, solvent recovery system, emergency response centre, and solid waste management facilities.
Current Infrastructure Progress
The physical and financial progress of infrastructure components shows varying stages of completion. The raw, potable, and demineralised water system is 60% complete with ₹55.6 crore expenditure against an approved cost of ₹141.95 crore. The storm water drain network is 12% complete with ₹9.68 crore spent (approved cost: ₹86.71 crore). Internal road network and compound wall are 10% complete with ₹15.03 crore expenditure (approved cost: ₹149.44 crore).
Tender Status
Multiple components are in various tender stages: tenders have been released for the Common Effluent Treatment Plant (CETP) and solid waste management (₹49.73 crore) and steam generation and distribution system (₹312.30 crore). Tenders are under preparation for the incinerator (₹18.00 crore), collection & landfill site (₹37.00 crore), common solvent storage system, solvent recovery & distillation (₹30.00 crore), common warehouse (₹60.71 crore), internal power distribution network (₹65.00 crore, with ₹14.26 crore already expended), advanced laboratory testing centre (₹22.73 crore), emergency response centre (₹20.17 crore), safety/hazardous operations audit centre (₹14.43 crore), and centre of excellence (₹110.29 crore).
Project Timeline and Challenges
The scheme tenure has been extended to FY2026-27 based on representations from state governments, project status, fund utilization levels, and anticipated completion. Primary reasons for delay included obtaining Environmental Clearance, which was granted on September 25, 2025, procedural requirements for permission for felling of trees, and bids for procurement. Project progress is regularly reviewed by the Scheme Steering Committee, Department of Pharmaceuticals officials, and a High Powered Committee headed by the Hon'ble Minister of Industries, Himachal Pradesh. Following environmental clearance, project activities have gained momentum with multiple infrastructure packages under implementation or advanced procurement stages.
