India's Ease of Doing Business Reforms Progress Report

The Indian government has implemented comprehensive business reforms aimed at reducing compliance burdens, enhancing transparency, and encouraging entrepreneurship as part of building a self-reliant economy. These reforms focus on creating a predictable and facilitation-driven business environment through digital infrastructure and regulatory simplification.

Digital Single-Window Systems and Business Registration

The National Single Window System (NSWS) has emerged as a key platform, integrating approvals across 32 Central ministries and 34 States, providing access to over 686 central and 7,498 state approvals. Since its 2021 launch, NSWS has granted over 8.29 lakh approvals as of November 2025. The SPICe+ Form, introduced in 2020, integrates 11 services from 3 Central Government ministries and departments, combining 10 essential procedures including name reservation, incorporation, DIN allotment, PAN issuance, TAN issuance, EPFO registration, ESIC registration, Profession Tax registration, bank account opening, and GSTIN allotment. The MCA21 V3 platform processed 3.84 crore filings between 2021 and 2025, with 3.33 crore approved through Straight Through Process.

MSME Support and Entrepreneurship Development

Startup India has shown remarkable growth, with DPIIT-recognised startups increasing from 502 in 2016 to over 2.47 lakh as of 12 August 2026. The Udyam Registration platform for MSMEs has seen registrations surge from 0.10 lakh in October 2020 to over 9.27 lakh by 13th August 2026. The Business Reform Action Plan (BRAP), launched in 2015, promotes Ease of Doing Business by simplifying regulations and improving transparency across States and Union Territories.

Financial Access and Credit Support

Credit support mechanisms have achieved significant scale. The Pradhan Mantri MUDRA Yojana (PMMY) has sanctioned loans worth ₹40.07 lakh crore through 57.79 crore loans since its 2015 inception, offering collateral-free loans up to ₹20 lakh. The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) had approved cumulative coverage worth ₹13.67 lakh crore as of March 2026, benefiting 1.41 crore guarantees. The Credit Assessment Model (CAM), launched by Public Sector Banks in 2025, has sanctioned over 3.96 lakh MSME applications worth ₹52,300 crore+ between April and December 2025. TReDS platform has shown substantial growth, with invoice discounting increasing from ₹40,000 crore in 2021-22 to ₹3.47 lakh crore in 2025-26.

Regulatory Simplification and Tax Reforms

The Jan Vishwas (Amendment of Provisions) Act, 2026 represents a major regulatory overhaul, decriminalising 717 provisions and amending 784 provisions across 79 Central Acts covering 23 Ministries. The regulatory compliance burden initiative has reduced more than 47,000 compliances, including 16,108 simplified, 22,287 digitised, 4,458 decriminalised, and 4,270 redundant compliances removed as of November 2025. GST implementation has driven formalization, with registered taxpayers increasing from around 60 lakh in 2017 to over 1.68 crore as of 31st July 2026, with recent reforms moving towards a simplified two-rate structure.

Market Access and Digital Infrastructure

The Government e-Marketplace (GeM) has connected more than 1.37 lakh government buyer organizations with nearly 25 lakh sellers and service providers as of 6th August 2026, facilitating cumulative procurement worth over ₹20 lakh crore+ with more than 75 lakh orders executed in 2025–26 alone. PM GatiShakti has brought together 58 Ministries/Departments and 36 States/UTs with 3,291 data layers, evaluating 352 projects worth ₹16.10 lakh crore as of February 2026, with 201 sanctioned and 167 projects under implementation. The Open Network for Digital Commerce has attracted 7.64 lakh+ sellers across 616+ cities.

Export Promotion and Trade Facilitation

India's export promotion efforts include the Export Promotion Mission (2025) designed to enhance export competitiveness with focus on MSMEs and first-time exporters. The Trade Connect e-Platform has crossed 20 lakh registered users with 40 lakh+ Certificates of Origin issued as of August 2026. ICEGATE has enabled electronic filing for cross-border trade, with Bills of Entry filings increasing from over 1.43 lakhs in April 2020 to over 6.14 lakhs in June 2026, reflecting growth in digital customs processing and trade activity.
