Union Minister Launches Semicon 2.0 Portal and Announces Electronics Manufacturing Approvals
Union Minister for Railways, Information & Broadcasting, and Electronics & Information Technology, Shri Ashwini Vaishnaw, launched the "Semicon 2.0 – Web Application Portal" under the Semicon India Programme for Pillars 2, 3 and 4, making applications live for these pillars. The portal launch was accompanied by the announcement of 12 approved applicants under the Electronics Components Manufacturing Scheme (ECMS).
Semicon India Programme Progress and Semicon 2.0 Framework
The India Semiconductor Mission (ISM) has catalyzed growth in India's semiconductor ecosystem, with successful implementation of Semicon 1.0 resulting in 12 approved projects across six states with cumulative investment of over ₹1.64 lakh crore, of which 05 projects have already commenced commercial production as of October 2026. The Union Cabinet has approved Semicon 2.0 with a fiscal outlay of ₹1,27,500 crore, focused on six strategic pillars: Design of Chips, Machines and Materials, Setting up More Fabs, Strengthening the ATMP/OSAT Industry, Research & Development, and Talent Development.
New ECMS Approvals Details
The Ministry of Electronics and Information Technology (MeitY) has approved 12 applications under ECMS with projected investment of ₹7,503 crore, expected production of ₹39,045 crore, and generation of 7,127 direct employment opportunities. These approvals cover manufacturing of 10 target segment products spanning bare components, supply chain products, and capital goods, including four components (Multi-layer PCB, Relays, Heat Sinks, and Specialty Ceramics), five supply chain products (Copper Foil, Anode Material, Cathode Active Material, Polypropylene Film, and Camera Rim), and capital goods and their parts.
Company-wise Project Approvals
Specific approvals include: Multi-layer PCB to NeST ICELR Private Limited; Relays to TDConnex (Chennai) Private Limited; Heat Sinks to Modern Automotives Limited; Specialty Ceramics to Voltix Semicon Private Limited; Copper Foil to Indo Asia Copper Limited; Anode Material for Li-ion cells to TACC Limited; Cathode Active Material to Vidyuta Materials Private Limited; Polypropylene Film to Enerfolie LLP; Camera Rim to Surface Modification Technologies Pvt. Ltd.; precision molds and tooling to TDConnex (Chennai) Private Limited; power and control systems for capital equipment to Rockwell Automation India Private Limited; and capital equipment for factory automation and system integration to Wipro Pari Robotics Private Limited.
Geographic Distribution and Strategic Impact
The approved projects are spread across 7 states: Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Tamil Nadu, and Uttar Pradesh. This includes first-time approvals under ECMS for Copper Foil, Cathode Active Material, and Specialty Ceramics, broadening the range of domestically manufactured electronics components and upstream materials.
Cumulative ECMS Achievements
With these new approvals, overall 118 applications covering 34 products across 16 states have been approved under ECMS, amounting to expected investment of ₹77,051 crore, projected production of ₹5,73,146 crore, and expected direct employment for 81,755 persons. These approvals will strengthen domestic supply chains, deepen value addition, reduce import dependence, and build advanced manufacturing capabilities.
Minister's Vision and Policy Direction
Union Minister Ashwini Vaishnaw emphasized that India's electronics manufacturing has moved beyond assembly toward developing a comprehensive domestic value chain encompassing modules, components, materials, and advanced technologies. He highlighted growing capabilities in battery cells, copper foils, copper-clad laminates, and high-end printed circuit boards, noting that nearly 50% of approved units belong to the MSME sector. Semicon India 2.0 will focus on building a robust semiconductor ecosystem in equipment, materials, chemicals, and gases, targeting at least three major equipment manufacturers and five chemicals and gases companies to establish operations in India.
