The Ministry of Home Affairs has revised the National Disaster Management Plan (NDMP), which was originally framed in 2016 and updated in 2019 through consultation with all stakeholders. The revised plan brings together all sectors, ministries, and departments at Central, State, and district levels, defining their respective roles and responsibilities in disaster risk reduction.
The NDMP is built on four main pillars: conformity with the Disaster Management Act, 2005 and National Policy on Disaster Management (2009); alignment with global agreements including the Sendai Framework for Disaster Risk Reduction, Sustainable Development Goals, and Paris Agreement on Climate Change; implementation of the Prime Minister's Ten Point Agenda for DRR; and social inclusion as a cross-cutting principle. Mainstreaming Disaster Risk Reduction is an integral feature of the plan.
The India Disaster Resource Network (IDRN) serves as a nationwide electronic inventory of equipment and human resources collated from districts, states, and national level line departments. This web-based platform enables decision makers to ascertain availability of resources needed for emergency response, assess preparedness levels for specific disasters, and locate equipment that can be utilized by needy States/Union Territories during disasters. The IDRN database is publicly accessible at https://idrn.nidm.gov.in.
