The Ministry of Home Affairs has revised the National Disaster Management Plan (NDMP), which was originally framed in 2016 and updated in 2019 through consultation with all stakeholders. The revised plan integrates all sectors, ministries, and departments at Central, State, and district levels, clearly defining their respective roles and responsibilities in disaster risk reduction.

The NDMP is structured around four main pillars: conformity with the Disaster Management Act, 2005 and National Policy on Disaster Management (2009); alignment with global agreements including the Sendai Framework for Disaster Risk Reduction, Sustainable Development Goals, and Paris Agreement on Climate Change; implementation of the Prime Minister's Ten Point Agenda for DRR; and social inclusion as a cross-cutting principle. Mainstreaming Disaster Risk Reduction is an integral feature of the plan.

A key operational component is the India Disaster Resource Network (IDRN), a nationwide electronic inventory that collates equipment and human resources from districts, states, and national-level line departments and agencies. This web-based platform enables decision-makers to assess equipment and resource availability for emergency response, evaluate preparedness levels for specific disasters, and locate resources that can be utilized by States, Union Territories, and other stakeholders during disaster situations. The IDRN database is accessible at https://idrn.nidm.gov.in.

The information was formally disclosed by Minister of State in the Ministry of Home Affairs Shri Nityanand Rai in a written reply to a question in the Rajya Sabha, indicating the government's commitment to enhancing disaster management infrastructure and coordination mechanisms across all levels of administration.
