India's LVM3-M6 Mission and Space Sector Development
The LVM3-M6 mission successfully deployed US-based AST Space Mobile's BlueBird Block-2 communication satellite into a 520km circular Low Earth Orbit, marking a significant achievement as the heaviest payload (6100kg) ever launched by LVM3 from Indian soil. This demonstration of technological prowess has significantly enhanced commercial confidence in the LVM3 launch vehicle, positioning it as one of the preferred vehicles in the international commercial launch services market.
Space Vision 2047 and International Cooperation
The Government is actively pursuing international space cooperation to provide strategic and technological gains to the Indian space program. The core component of these efforts involves meeting targets outlined in Space Vision 2047, which includes human spaceflight, space station development, and space exploration missions. The strategy encompasses enhancing launch capability, widening ground station network, expanding space infrastructure and application base, promoting participation of Indian space industries in international exhibitions and business forums, facilitating B2B engagements, and integrating Indian industries into global supply chains. The government has established dialogue mechanisms and joint innovation roadmaps with partner countries to leverage their technological expertise and strategic benefits.
Private Sector Enablement and Infrastructure Development
To expand India's role as a reliable provider of space services, the Government is enabling private sector participation through IN-SPACe to develop indigenous capabilities across the space sector. Key initiatives include the development of a second spaceport at Kulasekarapattinam, Tamil Nadu, to augment India's launch infrastructure and facilitate increased private sector participation in launch vehicle operations. The establishment of a stringent review and authorization mechanism aims to enhance the safety, reliability, and quality of launch systems. Additionally, the development of Indian space standards in collaboration with the Bureau of Indian Standards (BIS) promotes standardization and quality assurance across the space sector. Specific companies being facilitated include Skyroot, Agnikul, and HAL to get their respective launch vehicles ready.
IN-SPACe Initiatives and Funding Programs
IN-SPACe has announced multiple initiatives to enable and promote private enterprise participation in space activities. The India Space Policy 2023 has been released, defining roles and responsibilities of all contributors to the Indian Space Ecosystem. A liberalized Foreign Direct Investment (FDI) policy for the space sector has been introduced, along with a discounted pricing policy to enable Non-Government Entities (NGEs) to access ISRO facilities. Significant funding mechanisms include a ₹1,000 crore Venture Capital (VC) Fund to support space start-ups and a ₹500 crore Technology Adoption Fund (TAF) to accelerate the development, demonstration, and commercialization of indigenous space technologies.
Additional Support Mechanisms and Infrastructure
The government is facilitating access to ISRO infrastructure, technical expertise, and mentorship to support private sector growth. Skill development initiatives address evolving workforce requirements, while a Technical Centre provides affordable testing, validation, and simulation facilities for space systems. ISRO-developed technologies are being transferred to industry for commercialization, and opportunities to validate space technologies are provided through the PSLV Orbital Experimental Module (POEM) platform. The "Satellite Bus as a Service (SBaaS)" initiative aims to develop indigenous satellite platform capabilities and accelerate satellite development. State Governments are being encouraged to establish dedicated space manufacturing clusters to strengthen the domestic supply chain, attract investments, and create an integrated space industrial ecosystem. An Earth Observation constellation is being established under a PPP model, involving the development, launch, and operation of an indigenous commercial Earth Observation satellite constellation to enhance India's Earth observation capabilities and data services.
