India's Comprehensive Youth Development Framework 2014-2026

This government backgrounder documents India's systematic transformation of youth development initiatives across education, skilling, entrepreneurship, employment, sports, health, and civic participation. The report highlights progress toward the Viksit Bharat @ 2047 vision, anchored by the National Education Policy 2020 and a philosophy of youth-led development.

Education Transformation

India's education system has undergone fundamental restructuring with significant infrastructure expansion. The country now operates one of the world's largest school systems with 14.71 lakh schools serving 24.69 crore students supported by over 1.01 crore teachers. Higher education enrolment grew from 3.42 crore in 2014-15 to 4.46 crore in 2022-23. Digital infrastructure includes 1.49 lakh schools covered under ICT initiatives with 1.76 lakh smart classrooms and 1.79 lakh ICT laboratories sanctioned.

The National Education Policy 2020 introduced structural reforms including the National Credit Framework adopted by 170 universities and the Academic Bank of Credits with 2,469 institutions onboarded issuing over 32 crore student IDs. The Automated Permanent Academic Account Registry (APAAR ID) has generated over 15.48 crore verified student IDs as of March 31, 2026. Digital learning platforms show substantial uptake: SWAYAM offers 18,580 courses with 6.1 crore enrolments and 53.7 lakh certifications, while DIKSHA hosts 3.66 lakh e-content resources in 135 languages.

Medical education capacity expanded significantly with medical colleges growing from 431 in 2014 to 818 in 2025-26, offering 1,28,976 MBBS seats and 85,822 PG seats. Five IITs (Tirupati, Palakkad, Bhilai, Jammu, and Dharwad) expanded adding over 6,576 seats, while international campuses were established in Zanzibar, Abu Dhabi, and Dubai.

Skill Development Ecosystem

India built a multi-layered skilling ecosystem through the Skill India Mission launched in 2015. The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has trained millions across phases: PMKVY 1.0 (2015-16) trained 19+ lakh candidates, PMKVY 2.0 (2016-20) trained/oriented 1.10+ crore candidates, PMKVY 3.0 (2020-22) trained 7+ lakh candidates, and PMKVY 4.0 (2022-26) trained over 27 lakh candidates across 40 sectors covering 741 districts as of June 2026.

The Jan Shikshan Sansthan trained 36.48 lakh beneficiaries since 2018 including 26,519 tribal beneficiaries trained as of March 2026. The National Apprenticeship Promotion Scheme engaged 54.41+ lakh apprentices since 2016, with 67,711 Certificates of Proficiency generated by March 2026. The Craftsmen Training Scheme operates through 14,688 Industrial Training Institutes (3,345 Government & 11,343 Private) offering 169 courses.

Major new initiatives include PM-SETU with ₹60,000 crore allocation to upgrade 1,000 Government ITIs, SOAR program for AI skills targeting school students from Classes 6 to 12, and the Prime Minister Internship Scheme providing 63,000+ internship opportunities with ₹9,000 monthly financial assistance and ₹6,000 incidental grant.

The Skill India Digital Hub (SIDH) platform shows significant adoption with 1.89 crore registered users, 1.38 crore e-KYC verifications, and 1,000+ courses in 23 languages as of May 2026. The SANKALP program with ₹1,650 crore outlay achieved institutional strengthening with District Skill Committees scaling from 248 to 776 and District Skill Development Plans covering 746 districts.

Employment and Formalization

Formal employment saw substantial growth with EPFO data showing 3.45 crore youth aged 18-28 joining the formal workforce from April 2020 to June 2025. The Pradhan Mantri Viksit Bharat Rozgar Yojana announced in August 2025 with ₹1 lakh crore outlay aims to create 3.5 crore jobs within two years. Rozgar Melas issued 12+ lakh appointment letters through 18 events since October 2022.

The National Career Service portal shows strong engagement with 78.86+ lakh jobseekers and 12.36+ lakh employers registered during FY 2025-26, mobilizing 3.43+ crore vacancies. The Atmanirbhar Bharat Rojgar Yojana supported 60.49 lakh beneficiaries from October 2020 to March 2024.

The Agnipath Scheme enrolled up to 1.5 lakh Agniveers by early 2025, with post-service employment support including 10% reservation in Central Armed Police Forces and Assam Rifles. Indian Railways reserves 10% of Level-1 posts and 5% of Level-2+ posts for ex-Agniveers.

Manufacturing and PLI Impact

Make in India 2.0 covers 27 sectors (15 manufacturing, 12 services) with Production Linked Incentive Schemes across 14 key sectors achieving significant results: ₹2.40+ lakh crore actual investments, ₹22.66+ lakh crore production/sales, 14.15+ lakh employment (direct & indirect), and ₹15.20+ lakh crore exports as of March 31, 2026.

Startup and Entrepreneurship Ecosystem

India's startup ecosystem transformed dramatically from 350 startups before 2014 to over 2.3 lakh DPIIT-recognized startups by June 2026, making India the third-largest startup ecosystem globally. Unicorn companies grew from 4 in 2014 to 120+ by early 2026 with combined valuation exceeding $350 billion. Nearly 50% of recognized startups emerge from Tier-II and Tier-III cities, and startups created over 23 lakh jobs by April 2026.

Funding mechanisms include Pradhan Mantri MUDRA Yojana providing collateral-free loans up to ₹20 lakh, Startup India Seed Fund Scheme with ₹945 crore corpus approved to 215+ incubators, and Fund of Funds for Startups with ₹10,000 crore corpus committing to 145+ AIFs which invested ₹25,500+ crore in 1,370+ startups. The Credit Guarantee Scheme for Startups guaranteed 330+ loans worth ₹800+ crore.

The Startup India Investor Connect Portal shows strong engagement with 10,836 registered startups, 126 registered investors, and 44 active investment opportunities as of June 2026. The Stand-Up India Scheme sanctioned ₹61,020.41 crore by March 2025, up from ₹14,431.14 crore in October 2018.

Digital Engagement and Health

The My Bharat ecosystem registered 2.19+ crore youth by June 2026, creating 383,010 Experiential Learning Programmes mobilizing 1.03+ lakh youth and 1,45,259 Volunteering Opportunities mobilizing 8,25,825 volunteers. PMGDISHA trained 6.39+ crore persons against a target of 6 crore, concluding March 2024.

Health initiatives include Rashtriya Kishor Swasthya Karyakram serving adolescents through Adolescent Friendly Health Clinics growing from 39 lakh in 2014-15 to 1.7 crore in 2024-25. Tele-MANAS handled 39.52+ lakh calls by June 2026, and Nasha Mukt Bharat Abhiyaan reached 10+ crore youth by June 2026. Ayushman Bharat established 1.84+ lakh Ayushman Arogya Mandirs by February 2026, while the Ayushman Bharat Digital Mission linked over 100 crore health records.

Sports Development

The sports ecosystem includes 1,067 Khelo India Centres and 35 State Centres of Excellence supporting 23,080 athletes with ₹6.28 lakh annual financial assistance each. The KIRTI programme conducted 1.8+ lakh assessments for talent identification. The Target Olympic Podium Scheme supports 98 athletes in Core Group and 165 in Development Group for Olympic and Paralympic disciplines.

The Fit India Movement engaged 23.68+ crore individuals, with 4.5+ lakh schools awarded Fit India School Flags by June 2026. Fit India Sundays on Cycle engaged 30+ lakh citizens across 2.8+ lakh locations by May 2026.

International Engagement

India maintains 30 active MoUs with countries and multilateral organizations, with youth exchange programs with 14 countries regularly. Recent international events include the 1st BIMSTEC Youth Summit (February 2025), Polish Youth Delegation (February 2025), Egyptian Youth Delegation (November-December 2025), 4th Central Asia Youth Delegation (March-April 2026), and Viksit Bharat Run 2025 across 150+ locations in 91 countries.

During India's G20 Presidency in 2023, Y20 events included 64,000+ school and college events with 26+ lakh participants, culminating in the Y20 summit in Varanasi with 120+ international delegates.
