India-Slovakia Comprehensive Partnership Agreement
Prime Minister Narendra Modi paid a state visit to Slovakia on 15 June 2026 at the invitation of Slovak Prime Minister Robert Fico, marking the first visit by an Indian Prime Minister since Slovakia's independence in 1993. The visit resulted in the elevation of bilateral relations to a Comprehensive Partnership, aiming to strengthen existing cooperation mechanisms and explore new avenues for collaboration both bilaterally and multilaterally.
Strategic and Defence Cooperation
The leaders underscored the importance of strengthening defence and security cooperation as a key pillar of the partnership. They welcomed the signing of a Letter of Intent on Defence Cooperation to foster mutually beneficial partnerships in defence technologies, capacity building, research and development, and defence industrial cooperation. Both leaders unequivocally condemned terrorism in all forms, including cross-border terrorism, and specifically condemned the terrorist attack in Pahalgam, Jammu and Kashmir, on 22 April 2025. They agreed to establish a Joint Working Group on Counter-Terrorism and called for concerted international efforts to combat terrorism.
Economic and Trade Relations
The leaders welcomed the conclusion of negotiations on the India-EU Free Trade Agreement in January 2026 and the new Joint India-EU Comprehensive Strategic Agenda, calling for its early signing and timely implementation. They agreed to strengthen the role of the India-Slovakia Joint Economic Committee in identifying high-potential areas of economic cooperation and to enhance bilateral trade and investment across sectors including automotive, electronics, and advanced manufacturing industries. The two sides noted Slovakia's position as a Central European transport hub and India's manufacturing capabilities as potential drivers for boosted trade and investment.
Sectoral Collaborations
Multiple memoranda of understanding were signed, including: Memorandum of Cooperation in critical infrastructure protection and post-quantum cryptography; MoU on Digital Technologies to provide a framework for cooperation in the digital domain; MoU between Education Ministries in higher education and research; MoU on Audio-visual Creation for collaboration in film and media production; and MoU on Cooperation in Labour Migration to facilitate mobility and information exchange.
The leaders agreed to strengthen cooperation in achieving net-zero emissions through technology exchange for green energy transition. They also committed to enhancing cooperation in the energy sector, including nuclear energy and geothermal power, through joint research and capacity-building initiatives. Additional areas of collaboration include meteorology, hydrology, water resource management, space technology, healthcare, pharmaceutical research, digital health solutions, and cultural exchanges through artist exchanges and tourism promotion.
Multilateral Engagement
Both leaders reaffirmed their commitment to multilateralism with the United Nations at its core and supported comprehensive reforms of multilateral institutions, including UN Security Council expansion in both permanent and non-permanent categories. Slovakia reaffirmed its support for India's permanent membership in a reformed UN Security Council and maintained a constructive approach to India's membership of the Nuclear Suppliers Group. The leaders also agreed to support cooperation with regional groupings including Slavkov 3, Visegrad 4, and 3 Seas Initiative.
Implementation Framework
The leaders agreed to regularly review the implementation of the Comprehensive Partnership at the appropriate functional level and maintain the momentum of high-level exchanges. They established a mechanism for regular consular consultations between authorities to facilitate cooperation on consular matters and agreed to work towards the early conclusion of a Social Security Agreement to safeguard the welfare of working professionals engaged in mobility between the two countries.
