Indian Agriculture Sector Transformation 2014-2026
India's agriculture and allied sectors have undergone significant transformation from 2014-15 to 2025-26, marked by substantial growth in production, enhanced farmer support systems, and digital adoption. The Gross Value Added (GVA) of the Agriculture and Allied Sector increased from ₹20.94 lakh crore in 2014-15 to an estimated ₹52.08 lakh crore in 2025-26, while budget allocation for the Department of Agriculture and Farmers Welfare increased from ₹27,663 crore in 2013-14 to ₹1,40,528.78 crore in 2026-27.
Production metrics show remarkable improvement: total foodgrain production increased from 265.05 million tonnes in 2013-14 to 376.56 million tonnes in 2025-26 (Third Advance Estimates), horticulture production increased from 280.70 million tonnes to approximately 377.78 million tonnes, and oilseeds production grew from 27.51 million tonnes in 2014-15 to 43.06 million tonnes in 2025-26.
Farmer support programs achieved significant scale: PM-KISAN transferred more than ₹4.47 lakh crore directly into farmers' bank accounts through 23 instalments, with the 23rd instalment benefiting over 9.49 crore farmers and releasing over ₹18,984 crore. PMFBY insured over 92.46 crore farmer applications since 2016-17, with claims worth ₹1.96 lakh crore disbursed to around 24.31 crore farmers up to December 2025. Total MSP procurement increased from 698.7 million tonnes during 2004-2014 to 1,229.2 million tonnes during 2014-2026, with MSP value rising from ₹7.41 lakh crore to ₹26.32 lakh crore. Specific MSP increases included Paddy (Grade A) from ₹1,400 to ₹2,461 per quintal and Wheat from ₹1,400 to ₹2,585 per quintal.
The Kisan Credit Card scheme had 7.28 crore operational accounts in 2025-26 with outstanding amount of ₹10.08 lakh crore as of August 3, 2026. PMKMY enrolled around 24.96 lakh farmers as of February 2026.
Sustainable agriculture initiatives included 26.09 crore soil health cards issued by July 2026, Paramparagat Krishi Vikas Yojana covering 18.93 lakh hectares benefiting 33.63 lakh farmers, and Mission Organic Value Chain Development bringing 2.36 lakh hectares under organic farming benefiting 2.74 lakh farmers. The National Mission on Natural Farming formed 18,893 clusters covering 10.32 lakh hectares involving 20.93 lakh farmers in FY 2025-26, with 33.89 lakh farmers made aware of natural farming and over 22.47 lakh farmers registered under the Natural Farming Certification System.
PM KUSUM installed nearly 11.49 lakh off-grid solar pumps, solarized over 15.89 lakh agricultural pumps, commissioned 1,726 MW of decentralized solar power capacity, and benefited over 21.77 lakh farmers as of August 2, 2026.
Food security efforts under NFSA covered 79.8 crore beneficiaries as of December 2025 against intended coverage of 81.35 crore, with the Centre committing ₹25,530 crore over five years under SARTHAK PDS for ration transport and handling automation.
Rural institution building registered 10,000 Farmer Producer Organizations by July 2026, sanctioned computerization for 79,630 Primary Agricultural Credit Societies across 31 States/UTs, with 63,707 PACS onboarded on ERP software by August 5, 2026.
Market connectivity through e-NAM integrated 1,656 mandis by June 2026 with 1.89 crore farmers and 2.78 lakh traders registered. Agricultural Marketing Infrastructure sanctioned 12,353 storage projects with 369.18 LMT capacity in ten years, while Agriculture Infrastructure Fund provided interest subvention to 18,893 warehouses, 3,110 cold stores, and 2,105 processing units.
Food processing received enhanced support with ministry budget increasing from ₹785.86 crore in 2014-15 to ₹4,064 crore in 2026-27. PLISFPI disbursed ₹3,271.44 crore incentives by June 2026, creating 34 lakh metric tonnes processing capacity and increasing sales from ₹58,758 crore in FY 2019-20 to ₹1,08,854 crore in FY 2025-26. PMKSY completed 1,256 projects benefiting 37.76 lakh farmers, creating 294.21 LMT/annum processing capacity and 9.16 lakh employment opportunities.
Agricultural exports grew 70.5% from USD 32.08 billion in 2014-15 to USD 54.70 billion in 2025-26, with processed food exports share increasing from 13.7% to 20.4%.
Digital agriculture initiatives created over 10.31 crore Farmer IDs and conducted Digital Crop Survey in 648 districts covering 31.3 crore plots during Rabi 2025-26. AI-enabled National Pest Surveillance System served over 10,000 extension workers covering 73 crops and 436 pests, while BharatVistaar addressed over 72 lakh farmer queries serving 3 lakh farmers.
Knowledge empowerment through 731 Krishi Vigyan Kendras trained 58.02 lakh farmers between 2021-22 and 2023-24, plus 18.56 lakh farmers in first ten months of 2024-25.
Allied sectors showed exceptional growth: livestock sector recorded 12.77% CAGR since 2014-15 with ₹6,153.46 crore allocation in 2026-27. Productivity improvements included indigenous cattle from 927 to 1,343.2 kg/animal/year, buffalo from 1,880 to 2,365.2 kg/animal/year, and bovine milk from 1,648 to 2,251 kg/animal/year. India leads global milk production with 25% share, producing 248 million tonnes in 2024-25 (70% increase from 146.31 million tonnes in 2014-15) with per capita availability of 485 grams/day versus global average of 394 grams/day.
Poultry and meat production expanded significantly: egg production grew 90% from 78.48 billion to 149.11 billion eggs, per capita availability from 62 to 106 eggs/annum, and meat production from 6.69 to 10.50 million tonnes, making India second in egg production and fourth in meat production globally.
Fisheries received record ₹2,761.80 crore allocation in 2026-27 under Blue Revolution, with production reaching 197.75 lakh tonnes in 2024-25 from 95.79 lakh tonnes in 2013-14. Seafood exports increased from USD 3.64 billion to USD 8.46 billion. PMMSY received ₹2,500 crore in 2026-27, approving 28,489 fish transportation units, 1,394 live fish vending units, 6,018 fish kiosks, 117 fish retail markets, 775 cold storages/ice plants, and 24 wholesale fish markets by April 2026. Institutional credit support sanctioned 4.82 lakh of 6.77 lakh accepted KCC applications, reaching 4.39 lakh fishers with insurance coverage for 33 lakh beneficiaries and lean period assistance for 7.44 lakh fisher families.
Livestock infrastructure under National Livission approved 4,084 breed multiplication farms and produced 1.61 lakh metric tonnes fodder seed by August 4, 2026. Entrepreneurship Development Programme approved 4,321 projects worth ₹2,948.68 crore total cost with ₹1,386.18 crore subsidy. AHIDF created 418 lakh litres/day milk processing capacity. Bharat Pashudhan registered 9.84 crore livestock owners, issued over 38.53 crore Pashu Aadhaar, and recorded 168.67 crore vaccinations by August 6, 2026.
National Programme for Dairy Development organized 36,611 new Dairy Cooperative Societies, strengthened 34,557 village-level societies, created 168 lakh litres/day milk chilling capacity, and distributed 76,748 milk quality testing devices by June 2026.
Breeding advancement included training 47,687 MAITRIs, establishing 24 IVF laboratories, sanctioning 48 semen stations and 28 heifer rearing centres. Nationwide Artificial Insemination Programme conducted 17.27 crore inseminations benefiting 5.98 crore farmers over five years. Accelerated Breed Improvement programme transferred 7,959 embryos, established 1,666 pregnancies, and born 1,223 calves (1,142 females) by August 4, 2026.
Disease control under NADCP administered 132.49 crore FMD vaccine doses by March 2026, while Brucellosis Control Programme vaccinated 3.17 crore bovine female calves with 296.74 lakh doses administered in five years. Mobile Veterinary Units operated 4,019 units across 29 States/UTs, benefiting 119.77 lakh farmers and treating 245.05 lakh animals through toll-free number 1962 by July 2026.
