The Ministry of Social Justice & Empowerment published a case study demonstrating the impact of the Swachhta Udyami Yojana (SUY) under the NAMASTE Scheme, featuring Kailash Chander, a 63-year-old sanitation worker from the Scheduled Caste-Valmiki community in Jhunjhunu district, Rajasthan. The case details his transition from manual sewer cleaning work to operating a mechanized sanitation-service enterprise through targeted financial assistance.
On September 24, 2025, Chander received financial assistance comprising a ₹5.93 lakh capital subsidy toward the total project cost of ₹11.86 lakh for purchasing a tractor fitted with a suction machine, with the remaining ₹5.93 lakh provided as a loan. This support enabled him to establish an independent mechanized sanitation business, replacing his previous physically demanding and hazardous work.
The enterprise now provides sewer cleaning and sanitation services in Nagar Panchayat Udaipurwati and nearby areas of Jhunjhunu district. The business has created employment for two additional workers: one driver receiving ₹12,000 per month and one helper receiving ₹8,000 per month. After meeting operational expenses and paying a monthly EMI of ₹8,267, Chander generates monthly savings of approximately ₹8,000-₹10,000, significantly improving his financial stability and enabling him to maintain independence without relying on his three married sons.
The case study highlights how the NAMASTE-SUY scheme facilitates the transition from hazardous manual sanitation work to technology-enabled livelihoods, promoting entrepreneurship among socially and economically disadvantaged workers while creating additional employment opportunities in local communities.
