Central Assistance to Karnataka Cooperatives
The Ministry of Cooperation has provided significant financial assistance to cooperative institutions in Karnataka under various central schemes over the last three years (2023-24 to 2025-26). The centrally sponsored project for computerization of functional Primary Agricultural Credit Societies (PACS), approved on 29.06.2022 with a revised financial outlay of ₹2,925.39 crore for 79,630 PACS nationwide, has allocated 5,894 PACS for Karnataka. Under this project, the ministry released ₹27.58 crore to Karnataka for hardware and system integrator services for legacy data digitization.
Additional assistance includes ₹1.30 crore for computerization of the Office of Registrar of Cooperative Societies for hardware, cloud, and software development, and ₹1.28 crore for computerization of Agricultural and Rural Development Banks for similar purposes. The Decentralized Grain Storage Programme pilot at PACS Ekamba in Bidar District received financial assistance of ₹150.15 lakh for infrastructure including a 1,000 MT godown, primary processing unit, auction hall, and oil extraction unit. NABARD provided refinance assistance of ₹112.57 lakh to Karnataka State Cooperative Bank Ltd. at 3% interest rate, with eligibility for 3% interest subvention under Agriculture Infrastructure Fund and ₹25.00 lakh subsidy under Agricultural Marketing Infrastructure, of which ₹12.50 lakh has been released as advance subsidy.
Institutional Strengthening Measures
NABARD has strengthened District Central Cooperative Banks (DCCBs) through Core Banking Solution implementation, with 13 DCCBs operating on TCS (C-Edge) platform and 8 using other CBS solutions. Under the Cooperative Development Fund's SOFTCOB component, NABARD reimbursed ₹244.19 lakh in FY 2025-26 to three Cooperative Training Institutes (NIRB, ACSTI, SAHARDA) for conducting 112 training programs, providing infrastructure support including audio systems, interactive panels, and laptops.
For Primary Agricultural Credit Societies, 267 new MPACS have been formed since 15 February 2023 till 28.07.2026, alongside implementation of the PACS Computerization Project and provision of refinance and grant assistance under the PACS as Multi-Service Centres initiative.
National Cooperative Development Corporation Activities
The National Cooperative Development Corporation (NCDC), a statutory corporation under the Ministry of Cooperation, has cumulatively disbursed ₹5,74,090.48 crore for cooperative development nationwide, with ₹3,96,763 crore disbursed during the last five years. In Karnataka, NCDC's disbursement for 2026-27 (as of 30.06.2026) totaled ₹96.97 crore across various activities: Service Cooperatives (₹41.75 crore), Marketing (₹1.00 crore), FPO (₹1.26 crore), Inputs (₹2.00 crore), Fisheries FFPO (₹0.49 crore), and Plantation Crops (₹50.00 crore).
NCDC operates multiple focused schemes including Yuva Sahakar for new cooperative societies, NAndini Sahakar for women's cooperatives, Swayam Shakti Sahakar Yojna for loans to Women SHGs, Deergavadhi Krishaak Punji Sahakar Yojna for long-term lending, Cash Credit Loan scheme up to ₹20 crore, and Sahakar Innovation Scheme providing grants up to ₹25 lakh for innovative projects.
The assistance spans numerous central schemes including Agricultural Marketing Infrastructure, Mission for Integrated Development of Horticulture, Agriculture Infrastructure Fund, PM Matsya Sampada Yojana, PM Formalisation of Micro Food Processing Enterprises, and various other ministries' initiatives supporting storage, processing, fisheries, livestock, and agricultural mechanization.
