Ministry of Rural Development Launches DILRMP 3.0 Guidelines with ₹565.50 Crore Budget
The Department of Land Resources, under the Ministry of Rural Development, will officially launch the Operational Guidelines for the Digital India Land Records Modernization Programme (DILRMP) 3.0 (2026–2031) on Thursday, 10 September 2026, at 6:30 PM. This marks a significant step toward making land governance more transparent, accessible, and citizen-friendly across all States and Union Territories.
DILRMP 3.0 will be implemented as a Central Sector Scheme with a financial outlay of ₹565.50 Crore over five years. The program represents an evolution from basic digital record-keeping to establishing a comprehensive, GIS-enabled "Land Stack" as a Digital Public Infrastructure (DPI). This ecosystem will integrate maps, land ownership details, property registration, and court cases into a single interoperable platform.
Key interventions include the Universal Bhu-Aadhaar (ULPIN) framework, which assigns a 14-digit unique identification number to every land parcel in the country for secure property identification. The program will complete digitization of cadastral maps with exact geographical coordinates and introduce end-to-end paperless property registration through a new Registration Repository. Additionally, 75 Sub-Registrar Offices (SROs) will be upgraded into modern 'Registration Seva Kendras' with an allocation of ₹37.5 Crore.
The initiative also features an Integrated Revenue Courts system with a paperless case management system (RCCMS) directly integrated with land records to track disputes and reduce legal processing time and costs. The NAKSHA Pilot for urban areas will be completed under this program.
Emphasis is placed on "Ease of Living" and "Ease of Doing Business" through API-based secure integration, eliminating the need for repeated physical visits to government offices. Real-time progress monitoring will be facilitated through an upgraded DILRMP-MIS dashboard, ensuring funds translate into tangible citizen benefits. The program reaffirms the Government of India's commitment to building a trusted, integrated land information ecosystem for Viksit Bharat.
