The Department of Land Resources, Ministry of Rural Development, is launching the Operational Guidelines for the Digital India Land Records Modernization Programme (DILRMP) 3.0 (2026–2031) on 10 September 2026 at 6:30 PM. This Central Sector Scheme has an anticipated financial outlay of ₹565.50 Crore and will be implemented across all States and Union Territories over five years.
The program represents a significant shift from basic digital record-keeping to establishing a comprehensive, GIS-enabled "Land Stack" as a Digital Public Infrastructure (DPI). This ecosystem will integrate maps, land ownership details, property registration, and court cases into a single interoperable platform.
Key interventions include the Universal Bhu-Aadhaar (ULPIN) framework that assigns a 14-digit unique identification number to every land parcel in the country, complete digitization of cadastral maps with geographical coordinates, and the introduction of end-to-end online, paperless property registration with a new Registration Repository. The Ministry will upgrade 75 Sub-Registrar Offices (SROs) into modern 'Registration Seva Kendras' with an outlay of ₹37.5 Crore.
The program also features an Integrated Revenue Courts system with a modern, paperless case management system (RCCMS) integrated directly with land records to track disputes and reduce legal processing time and costs. The NAKSHA Pilot for urban areas will be completed as part of this initiative.
The guidelines emphasize "Ease of Living" and "Ease of Doing Business" by promoting API-based secure integration to eliminate the need for citizens to make repeated physical visits to government offices. Real-time progress monitoring will be facilitated through an upgraded DILRMP-MIS dashboard, ensuring funds translate into tangible benefits for citizens and businesses.
