The Department of Legal Affairs and Legislative Department, Ministry of Law & Justice, Government of India commenced the two-day 'Reforms Utsav & Chintan Shivir 2026' at Gyan Sarovar, Brahma Kumaris Headquarters in Mount Abu, Rajasthan on July 4, 2026. The program is centered on the theme "Building a Future-Ready Legal Ecosystem for Viksit Bharat @2047."
The inaugural session was attended by Shri Arjun Ram Meghwal, Union Minister of State (Independent Charge) for Law & Justice, who emphasized the importance of thoughtful reflection (chintan) over worry (chinta) and urged officers to contribute innovative ideas for strengthening legal governance, legal advice, and citizen-centric reforms. The Minister paid tribute to Swami Vivekananda on his death anniversary and stressed the need for innovation, collaboration, and institutional excellence to achieve the Viksit Bharat 2047 vision.
Dr. Rajiv Mani, Secretary of both the Department of Legal Affairs and Legislative Department, highlighted the major reforms undertaken over the past 12 years that have laid a strong foundation for the next phase of reforms. He emphasized the critical importance of legal governance, institutional capacity, digital transformation, technology-enabled governance, and quality legal advice in building a modern, efficient, and citizen-centric legal ecosystem.
The program continued with parallel brainstorming sessions for both departments under the theme "Innovation, Collaboration and Institutional Excellence." The Department of Legal Affairs discussed legal governance, litigation management, legal advice, Alternate Dispute Resolution (ADR), Artificial Intelligence, digital governance, LIMBS (Legal Information Management & Briefing System), citizen services, institutional reforms, capacity building, and administrative excellence. The Legislative Department focused on legislative drafting reforms, legislative impact assessment, official languages, translation, publications, institutional learning, and collaboration with Ministries.
The first day's deliberations reaffirmed the Ministry's commitment to strengthening legal governance, promoting innovation, and building a transparent, efficient, and future-ready legal ecosystem aligned with the Viksit Bharat 2047 vision.
