The Department of Legal Affairs and Legislative Department, Ministry of Law & Justice, Government of India commenced the two-day 'Reforms Utsav & Chintan Shivir 2026' at Gyan Sarovar, Brahma Kumaris Headquarters, Mount Abu, Rajasthan on July 4, 2026. The programme is centered on the theme "Building a Future-Ready Legal Ecosystem for Viksit Bharat @2047."

Union Minister of State (Independent Charge) for Law & Justice Shri Arjun Ram Meghwal graced the inaugural session and urged officers to embrace thoughtful reflection over worry, contributing innovative ideas for strengthening legal governance, legal advice, and citizen-centric reforms. The Minister emphasized innovation, collaboration, and institutional excellence in achieving the Viksit Bharat 2047 vision, paying tribute to Swami Vivekananda on his death anniversary.

Dr. Rajiv Mani, Secretary of both departments, highlighted the major reforms undertaken over the last 12 years that have laid a strong foundation for the next phase. He underlined the importance of legal governance, institutional capacity, digital transformation, technology-enabled governance, and quality legal advice in building a modern, efficient, and citizen-centric legal ecosystem.

The programme continued with parallel brainstorming sessions under the theme "Innovation, Collaboration and Institutional Excellence." The Department of Legal Affairs deliberated on legal governance, litigation management, legal advice, Alternate Dispute Resolution (ADR), Artificial Intelligence, digital governance, LIMBS, citizen services, institutional reforms, capacity building, and administrative excellence. The Legislative Department discussed legislative drafting reforms, legislative impact assessment, official languages, translation, publications, institutional learning, and collaboration with Ministries.

The first day's deliberations reaffirmed the Ministry's commitment to strengthening legal governance, promoting innovation, and building a transparent, efficient, and future-ready legal ecosystem aligned with the Viksit Bharat 2047 vision.
