The Ministry of Home Affairs' High-Level Committee on Demographic Changes (HLCDC), chaired by Justice Prakash Prabhakar Naolekar (Retd.), has launched an official web portal (https://demography.mha.gov.in) to enhance public engagement and scientific data gathering on demographic changes. The portal, launched on October 14, 2026, is fully operational and open for public access, stakeholder submissions, and data interaction.
The portal facilitates Central Government Ministries/Departments, State/UT Governments, NGOs/Institutions, and individuals to submit inputs, data, and information on unnatural demographic changes, including causes and underlying factors behind these changes, abnormal settlement patterns, and illegal immigration. These submissions will help the committee analyze and identify the causes of demographic changes and recommend a well-organized permanent operational system for legal, fair, and time-bound identification, detention, and deportation of illegal immigrants residing in the country.
The committee was formally constituted by the Ministry of Home Affairs on May 26, 2026, with eight specific terms of reference. These include studying challenges arising from demographic changes due to illegal immigration, analyzing structural population changes at religious or social community levels, recommending institutional mechanisms for border management and population stabilization, and proposing comprehensive policy frameworks for enhanced coordination between Central and State Governments on illegal immigration and demographic imbalance issues.
