The Ministry of Home Affairs (MHA) has provided a comprehensive update on India's cyber crime prevention framework, emphasizing that while 'Police' and 'Public Order' are State subjects under the Constitution, the Central Government supplements State and UT efforts through policy guidance, technological support, capacity-building assistance, and financial resources.

The centerpiece of this effort is the Indian Cyber Crime Coordination Centre (I4C), established as an attached office to deal with all types of cyber crimes in a coordinated manner. Key achievements include the National Cyber Crime Reporting Portal (https://cybercrime.gov.in) for public reporting of cyber crimes, with special focus on crimes against women and children.

The Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS), launched in 2021, has achieved significant results with financial amounts exceeding ₹11,158 Crore saved across more than 32.80 lakh complaints as of June 30, 2026. The system is supported by toll-free Helpline number '1930' for assistance in lodging online cyber complaints.

Capacity building initiatives include the CyTrain portal for police and judicial officers, with over 1,63,344 officers registered and more than 1,61,957 certificates issued. The Cyber Commando programme has trained 281 cyber commandos to counter cybersecurity threats and secure critical information infrastructure.

Coordination mechanisms include regular 'State Connect', 'Thana Connect', and 'Bank Connect' sessions, plus seven Joint Cyber Coordination Teams (JCCTs) covering cyber crime hotspots in Mewat, Jamtara, Ahmedabad, Hyderabad, Chandigarh, Vishakhapatnam, and Guwahati.

The Suspect Registry collaboration with Banks/Financial Institutions has collected over 30.48 lakh suspect identifier data and identified 32.08 lakh Layer 1 mule accounts, resulting in declined transactions worth ₹25,698 crores. The Samanvaya Platform serves as a Management Information System and data repository, leading to the arrest of more than 29,837 accused and handling over 2,33,593 Cyber Investigation assistance requests through its 'Pratibimb' module that maps criminal locations.

Technical infrastructure includes the Sahyog Portal for expediting notices to IT intermediaries under section 79 of the IT Act, 2000, and the CyMAC (Cyber Multi Agency Centre) established on January 22, 2025, to address cybersecurity threats and cyber espionage.

CERT-In provides ongoing threat intelligence through alerts and advisories about AI-enabled cyber threats, operates the National Cyber Coordination Centre (NCCC) for threat detection, deploys AI-driven situational awareness systems for phishing detection, and runs an automated cyber threat exchange platform. The Cyber Swachhta Kendra helps detect malicious programs and provides remedial measures, supported by 237 empaneled security auditing organizations.

Regular cyber security mock drills assess preparedness across government and critical sectors, while extensive awareness campaigns include caller tunes, SMS, social media (@CyberDost), TV, radio, school campaigns, cinema advertisements, celebrity endorsements, IPL campaigns, and digital displays at metro stations, railway stations, and airports.
