Ministry of Heavy Industries Electric Vehicle Scheme Performance Report
The Ministry of Heavy Industries provided a comprehensive update on India's electric mobility initiatives through a written reply in the Lok Sabha. The data covers multiple schemes with specific budgetary allocations and implementation outcomes as of June 30, 2026.
Scheme-wise Implementation Details
The FAME-II Scheme operated from April 1, 2019, to March 31, 2024, with total budgetary support of ₹11,500 crore. The scheme supported the sale of approximately 16.72 lakh electric vehicles including e-2Ws, e-3Ws, and e-4Ws, and deployed 5,197 electric buses as of June 30, 2026. Additionally, ₹912.50 crore was allocated for establishing EV public charging stations across the country.
The Production Linked Incentive Scheme for Automobile and Auto Component Industry was notified on September 23, 2021, with a budgetary outlay of ₹25,938 crore aimed at enhancing manufacturing capabilities for Advanced Automotive Technology products including EVs. The PLI Scheme for Advanced Chemistry Cell Battery Storage was notified on June 9, 2021, with ₹18,100 crore outlay targeting establishment of 50 GWh domestic ACC battery manufacturing capacity.
The PM EDRIVE Scheme was notified on September 29, 2024, with an outlay of ₹10,900 crore supporting incentivization of approximately 28.30 lakh electric vehicles including e-2W, e-3W, e-Trucks, e-buses and e-Ambulances. The scheme includes ₹4,391 crore allocated for deployment of 14,028 e-buses, with 13,800 e-buses allocated to seven cities with four million plus population (Delhi, Bengaluru, Hyderabad, Mumbai, Ahmedabad, Pune and Surat) and 200 e-buses approved for Jammu & Kashmir. ₹2,000 crore was allocated for pan-India EV public charging station deployment.
The PM e-Bus Sewa-Payment Security Mechanism Scheme was notified on October 28, 2024, with ₹3,435.33 crore outlay aiming to support over 38,000 electric buses by providing payment security to e-bus operators in case of default by Public Transport Authorities.
The Scheme for Promotion of Manufacturing of Electric Passenger Cars in India was notified on March 15, 2024, requiring applicants to invest minimum ₹4,150 crore and achieve minimum Domestic Value Addition of 25% by third year and 50% by fifth year.
EV Adoption Statistics
As of June 30, 2026, the cumulative EV sales supported under various schemes were: FAME-I (2.80 lakh), FAME-II (16.72 lakh), PM E-DRIVE (26.59 lakh), and PLI Auto & Auto Components (approximately 21.30 lakh as of March 31, 2026). This represents a dramatic increase in EV adoption from 0.08% in FY 2015-16 to 8.26% in FY 2025-26.
Supporting Initiatives
The government implemented additional measures including reduction of GST on electric vehicles and chargers/charging stations to 5%, green license plates for battery-operated vehicles with exemption from permit requirements, and advisory to states to waive road tax on EVs to reduce initial costs.
