Solid Waste Management Framework and Funding for Hill States
The Ministry of Environment, Forest and Climate Change provided a detailed response to a parliamentary question regarding solid waste management at mountain tourist sites. The Solid Waste Management Rules, 2026 establish the statutory framework for environmentally sound management of solid waste across the country, implemented by State Governments, Urban & Rural local bodies, and Bulk Waste Generators. The rules mandate four-stream segregation at source into wet waste, dry waste, sanitary waste, and special care waste, with clear definitions of bulk waste generators who must fulfill Extended Bulk Waste Generator Responsibility. The framework includes provisions for online tracking and monitoring of all waste management stages through a Centralised Online Portal, with special provisions for solid waste management in hilly areas and islands.
Funding Allocation Under Swachh Bharat Mission
Central assistance for solid waste management is provided through Swachh Bharat Mission Urban 2.0 (SBM U 2.0) and Swachh Bharat Mission (Gramin) [SBM (G)]. Northeast States and Himalayan region States receive funds with a 90:10 center-state sharing pattern. Under SBM-U 2.0, the following allocations were made for the solid waste management component: Arunachal Pradesh (Rs 33.20 crore), Assam (Rs 118.30 crore), Himachal Pradesh (Rs 36.50 crore), Jammu & Kashmir (Rs 131.70 crore), Manipur (Rs 23.90 crore), Meghalaya (Rs 16.80 crore), Mizoram (Rs 22.20 crore), Nagaland (Rs 38.54 crore), Sikkim (Rs 6.20 crore), Tripura (Rs 23.00 crore), and Uttarakhand (Rs 89.00 crore).
For SBM (G) in 2024-25, the central share allocations were: Arunachal Pradesh (Rs 14.82 crore), Assam (Rs 356.15 crore), Himachal Pradesh (Rs 44.17 crore), Jammu & Kashmir (Rs 245.00 crore), Manipur (Rs 2.00 crore), Meghalaya (Rs 107.64 crore), Mizoram (Rs 17.68 crore), Nagaland (Rs 27.59 crore), Sikkim (Rs 14.79 crore), Tripura (Rs 75.22 crore), and Uttarakhand (Rs 48.68 crore). The total allocation across both programs for these 11 states amounts to Rs 1,189.39 crore.
Monitoring and Reporting
The Central Pollution Control Board (CPCB) compiles and publishes annual reports on the implementation of Solid Waste Management Rules based on information provided by State Pollution Control Boards (SPCBs). These reports include details of solid waste generation, collection, and treatment in all states, including the specified hill states.
