The Ministry of Cooperation has established two key committees for implementing the National Cooperation Policy 2025. A National Steering Committee chaired by the Union Minister of Cooperation provides overall guidance and inter-ministerial coordination, while a Policy Implementation and Monitoring Committee chaired by the Union Cooperation Secretary handles central-state coordination, troubleshooting implementation bottlenecks, and periodic monitoring. The Implementation Committee held its first meeting on June 9, 2026, with members from Central Ministries/Departments, National Federations/National Cooperative Societies, and state government representatives.
The National Cooperation Policy 2025 provides a comprehensive roadmap for cooperative sector development with 6 strategic pillars, 16 objectives, and 83 recommendations to be achieved over the next 10 years. The policy implementation follows a Whole-of-Government approach and cooperative federalism principles.
A significant development is the National Cooperative Database (NCD) containing information on 853,430 cooperative societies across 30 economic sectors with approximately 30 crore members. The database serves as a critical tool for policy formulation and implementation, providing insights into geographical coverage, financial performance, and enabling the formation of new Primary Agricultural Credit Societies (PACS), dairy and fisheries cooperatives in uncovered areas.
State-wise distribution shows Maharashtra has the highest number of cooperatives (227,177), followed by Gujarat (88,119), Karnataka (47,288), Rajasthan (43,723), and Uttar Pradesh (40,591). The database is regularly updated by state-appointed nodal officers and serves as the official source for cooperative sector statistics as of July 15, 2026.
