The Ministry of Rural Development has provided detailed operational guidelines for the Viksit Bharat – Guarantee for Rozgar and Aajeevika Mission (Gramin) under the VB-GRAMG Act, 2025. Under Section 16 of the Act, every Gram Panchayat is mandated to prepare a Viksit Gram Panchayat Plan (VGPP) through a participatory planning process where the Gram Sabha identifies and prioritizes permissible works for holistic development of the Gram Panchayat. The approved VGPP is subsequently consolidated at Intermediate and District Panchayat levels to form aggregate Block and District Plans under the Mission.
The Ministry utilizes Yuktdhara, a GIS-based planning support tool that provides authorized functionaries with geospatial information and analytical inputs for scientific planning, identification, prioritization and planning of permissible works to support VGPP preparation. Access to the Yuktdhara portal is provided to authorized functionaries designated by respective State Governments/Union Territory Administrations according to prescribed operational frameworks.
Under Section 21 of the VB-GRAMG Act, State Governments are responsible for providing necessary staff and technical support including Rozgar Sahayaks and Computer Operators to the District Programme Coordinator and Programme Officer for effective program implementation, with these administrative matters falling within the domain of respective States/Union Territories.
The Ministry accords high priority to capacity building through cascading training programs organized at National, State, District, Block and Gram Panchayat levels covering VGPP preparation, technology-enabled planning and monitoring tools including Yuktdhara. Detailed training modules, user manuals, standard operating procedures and digital learning resources like e-Saksham have been made available to States/Union Territories to facilitate effective implementation and strengthen participatory planning through Gram Sabhas, with technical teams being sent to States/UTs based on their needs and requirements.
Regarding compensation, Mates engaged under the VB-GRAMG scheme are paid wages at semi-skilled wage rates as notified by respective State Governments/Union Territory Administrations in accordance with applicable wage notifications, with wage rate determination being the responsibility of State Governments/UT Administrations.
