The Ministry of Minority Affairs, through the Haj Committee of India and in coordination with Saudi authorities, has implemented comprehensive infrastructure and welfare initiatives to enhance the Haj experience for Indian pilgrims. Key infrastructure improvements include upgraded Mina camp accommodations with sofa-cum-beds for better space utilization and comfort, hotel-style accommodation in Makkah with improved amenities, and high-speed rail connectivity between Makkah and Madinah that reduces travel time and improves safety.

The digital transformation includes the Haj Suvidha App, which provides pilgrims with access to travel details, accommodation information, baggage tracking, emergency contacts, grievance redressal, and health-related services. For Haj-2026 preparations, the government has strengthened institutional coordination through periodic review meetings, detailed guidelines, and streamlined operational activities including accommodation, transport, and training arrangements.

Pilgrim welfare measures include mandatory companions for pilgrims aged 65 years and above, comprehensive insurance coverage of ₹6.25 lakh per pilgrim, improved State Haj Inspector ratio of 1:150 for better accessibility, and comprehensive pre-departure training covering rituals, travel procedures, health advisories, and digital services. Medical infrastructure including hospitals, medical centers, and dispensaries has been established at key pilgrimage locations in Saudi Arabia, with qualified doctors and paramedics deputed to provide medical assistance.

The allocation of Haj quota among States and Union Territories follows proportional distribution based on Muslim population according to the latest applicable Census data, with no separate proposal under consideration for increasing Tamil Nadu's quota. These initiatives collectively aim to provide a safer, more comfortable pilgrimage experience, particularly for senior citizens and first-time pilgrims.
