The Ministry of Social Justice & Empowerment has conducted a third-party impact evaluation of two social welfare schemes: Rashtriya Vayoshri Yojana (RVY) and Deendayal Divyangjan Rehabilitation Scheme (DDRS). The evaluation found that RVY is exceptionally well aligned with the needs of eligible senior citizens, providing transformative impact on mobility and functional independence through assistive devices that enable independent walking and movement. The scheme effectively promotes independent living and reduces reliance on caregivers for basic mobility and daily functioning.
For DDRS, the evaluation indicates significant outcomes in education, rehabilitation, assistive support, and livelihood inclusion. The scheme provides educational and therapeutic services leading to substantial functional improvement, along with free assistive devices demonstrating high usability and beneficiary satisfaction. The evaluation also notes improved livelihood linkages, strong community and parental engagement, and enhanced transparency and timeliness through the e-Anudaan digital platform. Both schemes reflect high beneficiary satisfaction, improved social inclusion, and enhanced quality of life for recipients.
