The Ministry of Social Justice & Empowerment has implemented comprehensive welfare schemes for Senior Citizens and Persons with Disabilities across North Eastern States, with significant financial allocations and beneficiary reach. Under the Atal Vayo Abhyudaya Yojana, the Integrated Programme for Senior Citizens (IPSrC) provided support to over 1.03 lakh beneficiaries in Assam alone during the last five financial years, with additional support extended to Arunachal Pradesh, Manipur, Nagaland, Tripura and other North Eastern States through grant-in-aid assistance.
The State Action Plan for Senior Citizens (SAPSrC) released cumulative assistance of over ₹48 crore across the country during the last five years, benefiting North Eastern States through various State-specific interventions including awareness generation and cataract surgeries.
The Rashtriya Vayoshri Yojana distributed 3,57,242 assistive devices worth ₹63.67 crores to 73,572 senior citizens across the North Eastern Region over five years, targeting senior citizens belonging to BPL families or those with monthly income up to ₹15,000 suffering from age-related disabilities.
For Persons with Disabilities, the Department of Empowerment of Persons with Disabilities implemented multiple schemes including the ADIP Scheme which benefited 71,131 beneficiaries in Assam with utilisation of ₹6199.86 lakh, and 81,551 persons across the entire North Eastern Region through distribution of assistive aids and appliances. Under the Awareness Generation and Publicity component of SIPDA, 26 awareness programmes were organised in the North Eastern Region between 2022-23 and 10 July 2026, supported by grant-in-aid exceeding ₹1.01 crore.
Educational support included scholarships amounting to ₹2.01 crore provided to 545 students with disabilities in Assam during 2025–26 under various components of the Scholarship Scheme for Students with Disabilities. The region has two operational Cross Disability Early Intervention Centres at CRC Guwahati (Assam) and CRC Imphal (Manipur), which received ₹72,07,540 and ₹36,73,132 respectively over five years for providing early screening, therapeutic and rehabilitation services.
The National Trust implemented Disha, Samarth and Niramaya Health Insurance Scheme across North Eastern States, with six Disha Centres and one Samarth Centre in Assam. Under Niramaya Scheme during 2025-26, beneficiary numbers included 331 in Assam, 493 in Manipur, 329 in Meghalaya, 301 in Tripura, 88 in Mizoram, 76 in Sikkim, 18 in Nagaland and 4 in Arunachal Pradesh.
Rehabilitation infrastructure includes 11 operational Pradhan Mantri Divyasha-Vayoshri Kendras established by ALIMCO across the North Eastern Region, with periodic assessment for additional centres based on emerging needs.
