The Ministry of Cooperation has launched major initiatives under White Revolution 2.0 focused on expanding and strengthening India's dairy cooperative infrastructure. The program aims to form 75,000 new Dairy Cooperative Societies (DCS) and strengthen 46,422 existing DCSs to enhance cooperative milk procurement across the country.
As of the latest update, significant progress has been made with 24,097 new DCSs already formed and 31,394 existing DCSs strengthened. Priority has been given to expanding dairy cooperative activities in villages and panchayats previously uncovered by cooperatives, with state-wise targets assigned for both formation of new societies and strengthening of existing ones.
Specific state-level performance data shows that in Bihar, for new DCS formation in 2024-25, 2,222 were achieved against a target of 2,320, while for 2025-26, 1,875 were achieved against a target of 3,000. For strengthening existing DCSs in Bihar, 260 were completed against a target of 610 in 2024-25, and 3,124 were achieved against a target of 2,985 in 2025-26. In Maharashtra, new DCS formation exceeded targets with 735 achieved against 133 targeted in 2024-25, while 316 were achieved against 913 targeted in 2025-26. Strengthening efforts in Maharashtra showed 0 achieved against 419 targeted in 2024-25 and 244 achieved against 985 targeted in 2025-26.
The initiative includes three key measures: formation of new DCS in previously uncovered areas to provide market access and remunerative prices to dairy farmers while promoting women's participation; funding support for Bulk Milk Coolers, Automatic Milk Collection Units, milk testing equipment, processing and chilling infrastructure, and working capital support; and establishment of two new multi-state cooperative societies.
The two new multi-state cooperatives are Gomay Sahkari Samiti Multi-State Limited (BGSSL) for scientific manure management including biogas and organic fertilizers, and Cooperative Inputs and Services Delivery Multi-State Limited (CISDL) to ensure affordable access to input services such as feed, fodder, animal health, breeding, and technical support.
Expected outcomes of White Revolution 2.0 include market access for small dairy farmers ensuring fair remunerative prices, increased farmer income through sustainable practices and circularity ecosystem creation, and greater participation of women in the dairy ecosystem leading to economic empowerment and social recognition.
