The Ministry of Women and Child Development has developed an integrated unified Mission Vatsalya Portal in consultation with States and UTs for service delivery and real-time monitoring of child protection services. The portal integrates existing systems including TrackChild portal for Missing/Found Children and Khoya-Paya application for Missing/Sighted Children, creating a comprehensive digital infrastructure for child protection.
Mission Vatsalya is a Centrally Sponsored Scheme implemented across all States and Union Territories on a predefined cost-sharing basis between Central and State Governments. The scheme provides both institutional care through Child Care Institutions (CCIs) and non-institutional care services. Under non-institutional care, the scheme provides Rs.4000 per month to children eligible for sponsorship, foster care, or aftercare programs, promoting family-based care as the preferred option with institutionalization as a last resort.
The integrated portal features interoperability with the Crime and Criminal Tracking & Network Systems (CCTNS) of the Ministry of Home Affairs, enabling matching of FIRs of missing children with the Mission Vatsalya Portal database to facilitate tracing by State and UT police. The Khoya Paya module allows any citizen to report missing or sighted children directly.
Emergency response services are provided through the Toll-free Child Helpline (#1098), which operates 24x7 throughout the year and is integrated with the Emergency Response Support System-112 (ERSS-112) Helpline of the Ministry of Home Affairs and Women Helpline (181). Dedicated WCD-Control Rooms for Child Helpline have been established in all 36 States and UTs.
Additional digital tools include the MASI (Monitoring App for Seamless Inspection) developed by NCPCR for real-time monitoring of Child Care Institutions, the CiSS application for monitoring and rehabilitation of Children in Street Situation under the Baal Swaraj portal, and the upgraded E-Baal Nidan portal for complaint redressal. The GHAR (Go Home and Re-Unite) portal of NCPCR has also been integrated with the Mission Vatsalya Portal.
The implementation involves multiple stakeholders including Ministry of Home Affairs, Ministry of Railways, State Governments, UT Administrations, Child Welfare Committees, Juvenile Justice Boards, and National Legal Services Authority. Standard operating procedures and advisories have been issued to all States and UTs including Director General of Police of all States & UTs regarding portal implementation.
