Ministry of Cooperation Digital Initiatives and Women Empowerment Programs

The Ministry of Cooperation has implemented comprehensive digital transformation measures for the cooperative sector, including the computerization of Primary Agricultural Credit Societies (PACS) with a revised financial outlay of ₹2,925.39 crore. As of 15.07.2026, 63,686 PACS have been onboarded on ERP-based national software, with 54,707 declared as e-PACS and over 51.58 crore digital transactions processed, enhancing operational efficiency and transparency.

Financial Support for Women Cooperatives

National Cooperative Development Corporation (NCDC) provided significant financial assistance to women cooperatives in Rajasthan, with disbursements of ₹0.44 crore in 2023-24 and ₹190.16 crore in 2025-26 (2024-25 data not provided). NCDC implements three exclusive pan-India schemes for women: Swayam Shakti Sahakar Yojna, Nandini Sahakar, and Yuva Sahakar Yojana, all fully funded by the corporation.

National Cooperative Database and Integration

The National Cooperative Database now includes data on approximately 8.6 lakh cooperatives from 30 sectors with 32 crore members. The upgraded NCD portal 3.0 was launched on 06.07.2026 with enhanced features including OTP-based login, AI Chatbot, multilingual support, and GIS mapping. Seven states/UTs have integrated their RCS portals with the NCD portal, enabling real-time data synchronization.

Regulatory Reforms and Banking Expansion

The RBI has granted significant relaxations to cooperative banks, including allowing Urban Cooperative Banks to open up to 15% new branches (maximum 10) without prior approval and permitting doorstep banking services. Rural cooperative banks have been included in the Integrated Ombudsman Scheme, and financial norms for providing modern banking services have been relaxed by removing Gross NPA (<7%) and Net NPA (≤3%) requirements.

Computerization Projects and Funding

Additional computerization projects include: RCS offices computerization with ₹94.59 crore outlay (₹43.21 crore released to 35 states/UTs); Agriculture and Rural Development Banks computerization covering 1,867 units across 13 states/UTs (₹16.74 crore released to 10 states/UTs); and CRCS office computerization enabling online registration and services for Multi-State Cooperative Societies.

NCDC Scheme Framework

NCDC provides financial assistance through corporation-sponsored schemes and various Government of India schemes covering marketing, processing, storage, cold chain, industrial activities, and 13 other categories. Focused products include Yuva Sahakar for innovative cooperatives, Nandini Sahakar for women cooperatives, Swayam Shakti Sahakar Yojna for women SHGs, Deerghavadhi Krishak Punji Sahakar Yojna for long-term lending, and Sahakar Innovation Scheme offering grants up to ₹25 lakh.
