The Ministry of Cooperation provided an update on the World's Largest Grain Storage Plan implementation across four states as of August 2026. The program focuses on decentralized storage infrastructure development through Primary Agricultural Credit Societies (PACS) and cooperative societies.
Project Implementation Status
According to Annexure-A, 168 projects have been approved across Andhra Pradesh (117), Bihar (36), Uttar Pradesh (14), and Madhya Pradesh (1). Of these, 119 godowns have been completed with Andhra Pradesh achieving 100% completion (117 godowns), Uttar Pradesh completing 1 godown, and Madhya Pradesh completing 1 godown. Bihar has 5 projects currently under construction while the remaining 31 approved projects in Bihar are yet to commence construction.
Operational Infrastructure
Annexure-B details the current operational infrastructure across the four states: PACS godowns total 10,407 (Andhra Pradesh: 685, Bihar: 5,828, Madhya Pradesh: 2,032, Uttar Pradesh: 1,862), custom hiring centers total 2,921 (Andhra Pradesh: 6, Bihar: 2,659, Madhya Pradesh: 87, Uttar Pradesh: 169), and fair price shops total 8,047 (Andhra Pradesh: 71, Bihar: 3,752, Madhya Pradesh: 4,012, Uttar Pradesh: 212).
Financial Support
Under the Agricultural Marketing Infrastructure (AMI) scheme, subsidy support totaling Rs 5.24 crore has been released for 27 projects: Bihar received Rs 5.06 crore for 25 projects, Madhya Pradesh received Rs 0.13 crore for 1 project, and Uttar Pradesh received Rs 0.05 crore for 1 project. No subsidy has been released to Andhra Pradesh under the AMI scheme to date.
Regulatory Compliance and Land Arrangements
All storage facilities are constructed according to prescribed technical standards and Warehousing Development and Regulatory Authority (WDRA) specifications, with no structural safety challenges reported. Cooperative societies can establish infrastructure on either self-owned or leased land, with state governments facilitating land allocation where required. All constructed godowns are registered under the WDRA framework, enabling participating states to avail benefits of the electronic Negotiable Warehouse Receipt (e-NWR) system.
Madhya Pradesh reported having surplus storage capacity and is therefore not participating extensively in the decentralized plan, with only one godown constructed in Paraswada Samiti in Balaghat district.
