Policy aims to strengthen transparent, technology-enabled, professionally managed and member-centric cooperatives
Six strategic pillars discussed: strengthening cooperative sector foundation, making cooperatives vibrant and competitive, preparing cooperatives for future, expanding inclusiveness and outreach, enhancing role in new and emerging sectors, connecting younger generation with cooperative development
Coordinated action plan discussed with Ministry of Panchayati Raj, Ministry of Rural Development, Department of Fisheries, Department of Animal Husbandry and Dairying, Ministry of Food Processing Industries, Department of Agriculture and Farmers Welfare
Key initiatives reviewed: development of Primary Agricultural Credit Societies as multipurpose service centers, development of model cooperative villages in every district, ensuring cooperative outreach up to all Panchayats, expansion of dairy and fishery cooperatives, promotion of ERP-based management systems, data-driven decision-making, strengthening cyber security in cooperative sector
Progress reviewed on National Cooperative Database development, computerisation of PACS, establishment of "Tribhuvan" Sahkari University, formation of National Cooperative Exports Limited, National Cooperative Organics Limited, Bharatiya Beej Sahkari Samiti Limited
Target to expand cooperative membership to 50 crore by 2035
Target to enhance contribution of cooperative sector by three times in the national economy
Special emphasis on expanding cooperative membership, increasing economic contribution of cooperative institutions, ensuring greater participation of women, youth and small farmers, linking cooperative enterprises with new markets
Discussion on innovation in cooperatives, promotion of startup culture, skill development, creation of young leadership in cooperative sector
Role of "Tribhuvan" Sahkari University in institutionalising cooperative education, training, research and capacity building reviewed
Emphasis on strengthening National Cooperative Database, cooperative ranking framework, digital platforms and data-based monitoring mechanisms
Implementation to be ensured through Whole-of-Government approach with participation of Centre, States, cooperative institutions and all stakeholders
