National Cooperation Policy 2025 Implementation Update
The Ministry of Cooperation has provided a detailed progress report on the implementation of the National Cooperation Policy (NCP) 2025, which was launched on 24th July 2025 by the Home & Cooperation Minister. The policy is designed to fulfill the ministry's mandate of "Sahkar-se-Samriddhi" and provides a comprehensive roadmap for the systematic development of the cooperative sector with 6 strategic pillars, 16 objectives, and 83 recommendations to be achieved over the next decade.
The policy aims to create an economic framework that includes 50 crore people within the cooperative ambit and enhances the sector's contribution to the Indian economy by three times within 10 years. Notably, no specific budgetary allocation is envisaged as part of the policy document.
Key Initiatives and Progress
A major initiative under the policy is the Cooperative-led "White Revolution 2.0" launched by the Ministry of Cooperation, which targets expanding cooperative coverage, employment generation, and women's empowerment. The program has a specific target of increasing milk procurement of dairy cooperatives by 50% from the current level of 660 LKgPD (base year 2023-24) to 1007 LKgPD by 2028-29. This will be achieved by providing market access to dairy farmers in uncovered areas and increasing the share of dairy cooperatives in the organized sector.
The Standard Operating Procedure (SOP) for White Revolution 2.0 was launched on September 19, 2024, by the Home & Cooperation Minister. Subsequently, on December 25, 2024, the minister inaugurated 6,600 newly established Dairy Cooperative Societies (DCSs). As of the report date, 25,282 DCSs have been registered across 31 states/UTs.
Comprehensive Cooperative Expansion
The Government of India has approved a plan to establish new multipurpose Primary Agriculture Credit Societies (PACS)/dairy/fisheries cooperatives aiming to cover all panchayats and villages, including those in Tribal/Dalits/Adivasis areas, over the next five years. This initiative is supported by NABARD, NDDB, and NFDB through convergence of various existing Government of India schemes including the Dairy Infrastructure Development Fund (DIDF), National Programme for Dairy Development (NPDD), and PM Matsya Sampada Yojana (PMMSY).
As of June 15, 2026, the National Cooperative Database shows that 38,138 new PACS/Large Area Multi-Purpose Societies (LAMPS), Dairy and Fishery Cooperative Societies have been registered across the country since the plan's approval on February 15, 2023. Additionally, 21,292 Dairy and Fisheries Primary Cooperative Societies have been strengthened during this period.
State-wise Implementation Data
The annexure provides detailed state-wise breakdown of cooperative societies formed: Rajasthan leads with 5,329 total societies (2,003 PACS, 3,295 DCS, 31 FCS), followed by Uttar Pradesh with 6,328 societies (1,364 PACS, 4,450 DCS, 514 FCS). Other significant contributors include Madhya Pradesh (2,284), Odisha (2,609), and Bihar (4,561). Kerala shows zero registrations across all categories, while smaller states/UTs like Lakshadwep (29) and Andaman & Nicobar Islands (14) have also participated in the initiative.
Inclusive Development Focus
The policy contains specific provisions for the participation and benefits for Dalits, Adivasis, and women, including promoting dairy cooperatives for women's empowerment, encouraging participation of women, youth, small & marginal farmers, and weaker sections (SC/ST, specially-abled), and strengthening cooperatives for weaker and marginalized sections in sectors like fisheries, dairy, handloom weaving, handicrafts, and minor forest produce.
