The Ministry of Cooperation provided an update on the computerization progress of Primary Agricultural Credit Societies (PACS) across India. As of 15th July 2026, the National Cooperative Database shows 788 cooperative societies in Bhagalpur District of Bihar, with 728 being functional.
The Government of India launched the Central Sector Project for Computerization of PACS in 2022 with an initial approval of 63,000 PACS and financial outlay of ₹2,516 crore, which has now been increased to ₹2,925.39 crore covering 79,630 PACS. The project aims to bring functional PACS onto an ERP-based common national software and link them with NABARD through State Cooperative Banks and District Central Cooperative Banks.
As of 15th July 2026, state-wise progress shows Maharashtra leads with 12,033 PACS ERP onboarded, followed by Gujarat (5,760), Rajasthan (6,933), and Madhya Pradesh (4,536). Overall, 63,686 PACS have been ERP onboarded out of 79,630 approved, with hardware delivered to 65,875 PACS. Some states like Odisha show zero progress in both hardware delivery and ERP onboarding.
Financial allocation data shows total central share releases of ₹1,143.11 crore from 2022-23 to 2026-27. Maharashtra received the highest allocation at ₹150.73 crore, followed by Gujarat (₹94.86 crore), Rajasthan (₹92.83 crore), and Madhya Pradesh (₹69.08 crore). NABARD received ₹165.92 crore as part of the total allocation.
The government has approved a plan to establish new multipurpose PACS/dairy/fisheries cooperatives to cover all panchayats and villages over five years. Since the plan's approval on 15th February 2023, 38,138 new PACS, Dairy and Fishery Cooperative Societies have been registered, and 21,292 Dairy and Fisheries Cooperative Societies have been strengthened as of 15th July 2026.
The Ministry of Cooperation has undertaken several digitalization initiatives since its inception on 06th July 2021, including computerization of the Central Registrar's Office, Registrar of Cooperative Societies offices, PACS, and Agriculture and Rural Development Banks, working toward the vision of 'Sahakar-se-Samriddhi'.
