The Ministry of Cooperation provided a progress update on the implementation of White Revolution 2.0, detailing the establishment and strengthening of Dairy Cooperative Societies (DCS) across India. Under this initiative, the Ministry aims to establish 75,000 new DCS in uncovered panchayats/villages and strengthen 46,422 existing DCS. As of the latest report, 24,097 new DCS have been formed and 31,394 existing DCS have been strengthened.
State-wise Progress Performance
The annexure data reveals significant variation in state-level performance for FY 2024-25 and 2025-26. For new DCS formation in 2024-25 against a target of 13,973, states achieved 12,756 formations. In 2025-26 against a target of 21,902, achievements stood at 11,341. For strengthening existing DCS in 2024-25 against a target of 4,642, achievements were 11,871, while in 2025-26 against a target of 14,646, achievements reached 19,523.
Notable performers include Uttar Pradesh which exceeded its 2025-26 new DCS target of 2,101 with 2,524 achievements, and Bihar which significantly exceeded its strengthening target of 2,985 with 3,124 achievements. Several states including Kerala, Mizoram, and Tripura showed zero achievements against their new DCS targets for 2025-26.
Financial Assistance and Funding
The Ministry has provided financial assistance through the revised National Programme for Dairy Development (NPDD) of the Department of Animal Husbandry and Dairying. During 2025-26 (as of July 15, 2026), a total of ₹669.52 crore (central share) has been released against an approved outlay of ₹987.76 crore for 11,389 new DCS targets across 25 states.
Major recipients include Rajasthan with ₹116.25 crore released for 2,500 new DCS targets, Madhya Pradesh with ₹123.16 crore for 2,700 targets, and Karnataka with ₹85.22 crore for 952 targets. Several states including Goa, Haryana, and Manipur received zero funds despite having approved allocations.
Implementation Framework
The progress of White Revolution 2.0 is regularly reviewed through monthly state review meetings, quarterly National Review Conferences, and Annual Regional Workshops conducted in coordination with the Department of Animal Husbandry and Dairying and National Dairy Development Board. The funding support covers Bulk Milk Coolers, Automatic Milk Collection Units, milk testing and quality equipment, processing and chilling infrastructure, and working capital and technical support to Dairy Cooperative Societies.
