The Ministry of Jal Shakti provided a comprehensive update on flood mitigation measures in the North Eastern Region through a written reply in Rajya Sabha. The Union Government supplements State efforts through the Centrally Sponsored Scheme 'Flood Management and Border Areas Programme' (FMBAP), which has provided central assistance amounting to ₹2,536.96 crore for 263 flood management projects in North Eastern States including Sikkim since the programme's inception up to March 2026.
The Central Water Commission (CWC) provides critical flood forecasting services including short-range forecasts with 24-hour lead time and 7-day advance flood forecast advisories through mathematical modelling. Currently, CWC operates 360 forecast stations nationwide, with 53 specific stations in the North Eastern region (15 Inflow Forecast Stations and 38 Level Forecast Stations). These forecasts are disseminated through dedicated websites https://ffs.india-water.gov.in and https://aff.india-water.gov.in, and are integrated with the Common Alert Protocol platform and social media channels including Facebook, X, and the Flood Watch India Mobile App.
For effective river basin management, Hydrological and Meteorological Data are shared by neighbouring countries. The Ministry has promoted Flood Plain Zoning (FPZ) as a non-structural flood management measure and circulated technical guidelines on FPZ to States/UTs in August 2025. The Brahmaputra Board has prepared 52 Master Plans for North-Eastern States encompassing short, medium, and long-term structural and non-structural flood management measures.
Damage assessment and relief assistance for flood disasters are managed through State Disaster Response Fund (SDRF) with additional financial assistance from National Disaster Response Fund (NDRF) for disasters of 'severe nature' following assessment by an Inter-Ministerial Central Team.
