The Ministry of Panchayati Raj is implementing the e-Panchayat Mission Mode Project to strengthen digital governance in Panchayati Raj Institutions across India. The project includes eGramSwaraj for digital planning, budgeting, accounting, asset management and monitoring, and AuditOnline for audit functions. Gram Panchayat Development Plans are prepared through participatory planning and uploaded on the eGramSwaraj portal, which has been integrated with multiple government digital platforms including Public Financial Management System for online payments, Government e-Marketplace for procurement, BHASHINI for multilingual AI services, BSNL for BharatNet connectivity monitoring, and India Meteorological Department for weather information.
Implementation Status
As of FY 2025-26, there are 258,725 total village panchayats and equivalents across India. Of these, 252,864 have been onboarded on the eGramSwaraj-PFMS interface, representing 97.7% adoption. Online payments have been enabled by 245,839 panchayats (95% of onboarded entities), and 250,664 GPDPs have been uploaded during the plan year 2025-26. Madhya Pradesh has the highest number of panchayats at 23,011, with 100% onboarding, 22,352 enabling online payments, and 22,974 GPDPs uploaded. Uttar Pradesh follows with 57,695 panchayats, 57,693 onboarded, 57,674 with online payments, and 57,683 GPDPs uploaded.
Gwalior Lok Sabha Constituency Performance
In the Gwalior Lok Sabha Constituency, which comprises Gwalior and Shivpuri districts, all 263 panchayats in Gwalior and 587 in Shivpuri have been onboarded on eGramSwaraj. Online payment transfers totaled ₹61.50 crore in Gwalior and ₹117.70 crore in Shivpuri. All 850 panchayats in the constituency have uploaded their GPDPs for 2025-26.
AuditOnline Performance
For audit period FY 2024-25, AuditOnline generated 233,656 audit reports from 257,871 total village panchayats and equivalents, representing 90.6% coverage. Uttar Pradesh generated the highest number of audit reports at 57,639 from 57,691 panchayats. Madhya Pradesh generated 20,085 reports from 23,011 panchayats. In the Gwalior Lok Sabha Constituency, Gwalior district generated 251 audit reports from 263 panchayats (95.4% coverage), while Shivpuri generated 521 reports from 587 panchayats (88.8% coverage).
Capacity Building Initiatives
The Ministry conducts capacity-building programs under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) for elected representatives, Panchayat Secretaries, and functionaries. Training covers digital governance, e-Panchayat applications, GPDP preparation, data management, and evidence-based planning.
From 2022-23 to 2026-27 (till 10 July), 110,195 participants were trained in Digital Governance/Literacy, with Bihar (33,391 in 2023-24), West Bengal (40,657 in 2025-26), and Uttar Pradesh (52,380 in 2025-26) showing the highest numbers. For Panchayat Development Plan training, 1,040,484 participants were trained during the same period, with Maharashtra leading at 394,352 in 2022-23 and 467,665 in 2023-24, followed by West Bengal (120,107 in 2023-24) and Uttar Pradesh (184,358 in 2025-26).
