The Ministry of Panchayati Raj released a comprehensive report titled "Status of Devolution to Panchayats in States - An Indicative Evidence-Based Ranking, 2024" in February 2025, assessing the effectiveness of devolution and the role of local governments in strengthening grassroots democracy. The report presents a Devolution Index providing overall scores and ranks for all States/Union Territories covered under Part-IX of the Constitution, based on six dimensions: Framework, Functions, Finances, Functionaries, Capacity Enhancement, and Accountability.
During the 15th Finance Commission award period (FY 2020-21 to FY 2025-26), including the interim period of FY 2020-21, a total of ₹2,82,632 crores have been released against the total allocation of ₹2,97,555 crores. Under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) scheme, a total of ₹3,601.77 crores have been released to States/UTs during the last five years from FY 2021-22, with detailed state-wise allocations provided in annexures.
The Ministry has established an integrated digital governance ecosystem for Panchayats, launching 'eGramSwaraj' in 2020-21 as a unified digital platform supporting end-to-end planning, budgeting, accounting, monitoring, and online payments. Integration with Public Financial Management System (PFMS), Government e-Marketplace (GeM), and AuditOnline has enabled seamless fund flow, transparent procurement, payments, and auditing. As a result, 240,435 out of 264,998 PRIs (90.73%) generated audit reports in FY 2024-25, with tier-wise details provided in annexures.
Under the RGSA scheme implemented since FY 2022-23, a total of 1,66,41,509 Elected Representatives were trained from FY 2022-23 to FY 2026-27 (as on 10.07.2026). Additionally, 3,490 people have been trained through institutes of excellence such as IIMs/IITs under the Leadership/Management Development Program as of 10.07.2026.
The e-Panchayat Mission Mode Project has significantly enhanced transparency and efficiency, with 255,254 Gram Panchayats uploading their Gram Panchayat Development Plans (GPDPs) during FY 2025-26. The Ministry developed 'AuditOnline' for online audits of Panchayat accounts and financial management, launched in April 2020 for transparent auditing of Central Finance Commission funds utilization.
Digital collection of Own Sources of Revenue (OSR) has been facilitated through the 'SAMARTH Panchayat portal', and the Ministry launched the Atma Nirbhar Panchayat Special Award (ANPSA) in 2025 to promote self-reliance through OSR augmentation. In collaboration with IIM Ahmedabad, a training module on OSR has been developed, under which 275,893 people have been trained as of 10.07.2026. Additional applications like Meri Panchayat and Panchayat NIRNAY have been developed to enhance transparency in Panchayat governance and Gram Sabha management.
