The Ministry of Rural Development (MoRD), Government of India, in collaboration with the Rajasthan Skill and Livelihoods Development Corporation (RSLDC), organised a Captive Employer CXO Meet under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0 at the Rajasthan International Centre (RIC), Jaipur, on October 15, 2026. The event aimed to strengthen industry participation in the Captive Employment component of DDU-GKY 2.0 and align skill development with industry manpower requirements.
The meet brought together over 50 employers, representatives of industry associations and Sector Skill Councils (SSCs), CEOs/MDs of State Rural Livelihood Missions (SRLMs) and State Skill Development Missions (SSDMs) from States and Union Territories, and senior officials from Central and State Governments. It was highlighted that DDU-GKY has trained 18.49 lakh youth and placed 12.44 lakh candidates to date, with the scheme focusing on providing rural youth with domain-specific skills, soft skills, and language proficiency to improve employability.
The scheme mandates at least 70% placement or eligible self-employment outcomes for trained candidates. Under DDU-GKY 2.0, 20% of targets have been earmarked for Captive Employers, with a national target of 1.83 lakh candidates specifically under the Captive Employment component. Industry partners were encouraged to respond to Expression of Interests (EoIs) from State Implementing Agencies to participate as captive employers.
The funding framework under DDU-GKY 2.0 was explained, with payments to Project Implementing Agencies (PIAs), including eligible Captive Employers, structured in four instalments in the ratio of 30:20:20:30, linked to prescribed implementation milestones. The final instalment is contingent upon fulfilment of applicable placement and verification requirements, including a mandatory six-month employment period.
An open session on industry-State interaction provided a platform for direct discussions on manpower requirements, implementation challenges, and potential collaboration areas. The programme commenced with a welcome address by Shri Rishav Mandal, Managing Director of RSLDC, and featured addresses by Shri Pawan Kumar, Director of Rural Skills Division, Ministry of Rural Development, and Ms. Jayasree M.G., Joint Secretary (Rural Skills) of the Ministry of Rural Development.
