Ministry of Rural Development Migration Study Response
The Ministry of Rural Development (MoRD) provided a written reply in Lok Sabha stating that it does not maintain data pertaining to migration-prone areas or migration trends. Instead, the government has adopted a multi-dimensional approach to address rural migration issues through improved infrastructural facilities, equitable resource dispersal, employment generation, skill development, entrepreneurial encouragement, and enhanced financial access.
MoRD is implementing various rural development schemes including Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G), Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY), Rural Self Employment Training Institutes (RSETIs), National Social Assistance Programme (NSAP), and Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY).
Key program achievements include: MGNREGS generating 4994.17 crore person-days since program inception in 2006 through 30 June 2026; DAY-NRLM mobilizing 10.08 crore women into 92 lakh Self Help Groups since its 2011 launch through 30 June 2026; and PMAY-G completing 3.11 crore houses from 2016 to present.
The VB-G RAM G Act, 2025 came into force effective 1 July 2026, providing a statutory guarantee of 125 days of wage employment to every willing rural household. The program focuses on creating durable assets and strengthening sustainable rural livelihoods through dedicated thematic areas including Livelihood Infrastructure covering agriculture and allied activities, rural enterprises, Self Help Groups, and other income-generating activities. Additional focus areas include Water Security for water conservation, watershed development, groundwater recharge, and source sustainability, as well as Mitigation of Extreme Weather Events and Disaster Preparedness measures. These provisions apply across all rural areas of the country, including Jalgaon Lok Sabha Constituency in Maharashtra, aimed at strengthening livelihoods and reducing vulnerability to seasonal and climate-related distress.
The government undertakes regular assessment and reviews of rural development program implementation progress to ensure effective achievement of defined objectives. This information was presented by Minister of State for Rural Development Shri Kamlesh Paswan in response to a Lok Sabha query.
