The Ministry of Textiles, Government of India is implementing Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) under the Handloom Weavers' Welfare component of the National Handloom Development Programme (NHDP). These schemes provide annual insurance coverage to eligible handloom weavers and workers across India, including Andhra Pradesh, with policy periods running from June 1st to May 31st each year. Since 2021-22, implementation has been carried out through State/UT governments, with targets based on indicative numbers of eligible weavers provided by states and funds released accordingly.
State-wise enrollment data shows significant variation across the five-year period from 2021-22 to 2025-26. Total enrollment increased from 111,957 in 2021-22 to 202,393 in 2025-26, though with fluctuations in intermediate years. In 2025-26, the highest enrollments were recorded in Tamil Nadu (48,767), Assam (97,451), Karnataka (16,309), Telangana (18,679), and Odisha (10,601). Several states showed inconsistent enrollment patterns, with Andhra Pradesh recording 9,408 enrollments only in 2023-24 and zero in other years.
Targets fixed for the schemes showed substantial growth from 209,349 in 2021-22 to 468,756 in 2025-26. The highest targets for 2025-26 were set for Odisha (178,889), Assam (130,000), Tamil Nadu (52,080), and Telangana (36,133), indicating focused coverage in these handloom-intensive states.
Funding data reveals total releases of ₹204.83 lakh in 2021-22, ₹30.07 lakh in 2023-24, ₹60.01 lakh in 2024-25, and ₹335.00 lakh in 2025-26. Major recipients in 2025-26 included Assam (₹133.69 lakh), Odisha (₹115.19 lakh), Manipur (₹36.98 lakh), and Karnataka (₹17.02 lakh). During FY 2022-23, states were instructed to utilize funds released in the previous year rather than receiving new allocations.
The Ministry coordinates with State/UT governments and utilizes Weavers Service Centres (field offices of the Office of Development Commissioner for Handlooms) to conduct awareness camps and chaupals across the country. Additionally, the Handloom Helpline Centre disseminates information about handloom schemes, including insurance coverage. An independent evaluation study of the Handloom Weavers' Welfare Scheme including PMJJBY and PMSBY was conducted covering beneficiaries across India, examining effectiveness and making recommendations for improvement.
