The Ministry of Women and Child Development is implementing three centrally sponsored schemes for women and children welfare: Mission Shakti for women safety and empowerment, Saksham Anganwadi & Poshan 2.0 for nutrition improvement, and Mission Vatsalya for child protection. Mission Shakti comprises two verticals - Sambal for safety/security and Samarthya for empowerment.
Under Sambal, One Stop Centres (OSCs) provide integrated support including medical aid, legal assistance, temporary shelter, police help, and counseling to women affected by violence. As of date, 991 OSCs are operational nationwide, assisting over 15.20 lakh women since April 2015. In Odisha specifically, 37 of 39 approved OSCs are operational, assisting 48,416 women total, with 31,547 assisted from July 2020 to FY 2024-25.
Women Helpline (WHL-181) offers 24-hour toll-free telecommunication services, assisting over 1.04 crore women nationally since inception. In Odisha, WHL assisted 87,675 women till June 2026, with 33,317 assisted from FY 2020-21 to FY 2024-25. Beti Bachao Beti Padhao focuses on improving Child Sex Ratio and girl child empowerment through stakeholder engagement.
Under Samarthya, Shakti Sadan (integrated relief homes) has 433 facilities nationwide including 68 in Odisha, benefiting 1,46,164 women since inception. Sakhi Niwas (working women hostels) has 16 operational in Odisha benefiting 518 women, with 2,32,018 benefited nationally. Palna Scheme provides daycare creche facilities with 4,172 Anganwadi-cum-creche operational benefiting 43,000 children nationwide.
Pradhan Mantri Matru Vandana Yojana (PMMVY) provides cash incentives of ₹5,000 for first child and ₹6,000 for second girl child directly to beneficiaries' accounts via DBT mode. Benefits totaling ₹21,171.32 crores have been extended to over 4.56 crore women nationally, while ₹76.69 crores reached approximately 2.45 lakh women in Odisha till July 2026. Odisha implemented PMMVY starting FY 2025-26.
SANKALP: HEW serves as a Project Monitoring Unit and single window system for Mission Shakti, with 35 State HEWs and 742 District HEWs functional nationwide, including 30 operational in Odisha, assisting 7,75,406 women since dashboard launch.
The scheme is implemented by State Governments and UT Administrations with funds released through Single Nodal Agency mechanisms of PFMS. Annual Programme Approval Board meetings monitor progress and review achievement of objectives, with implementation varying across states based on population, geographical spread, local requirements, and demand for services.
