The Ministry of Parliamentary Affairs organizes the Youth Parliament Programme across three categories to strengthen democratic awareness and parliamentary education. The competition-based programme includes Youth Parliament Competitions for schools under the Directorate of Education of Govt. of NCT of Delhi and Department of Education, New Delhi Municipal Council; National Youth Parliament Competition for Kendriya Vidyalayas; National Youth Parliament Competition for Jawahar Navodaya Vidyalayas; National Youth Parliament Competition for Universities/Colleges; and National Youth Parliament Competition for Eklavya Model Residential Schools.
The participation-based programme operates through the National Youth Parliament Scheme (NYPS) web-portal, which extends reach to previously untouched sections of the country. This voluntary programme is open to all citizens regardless of gender, caste, creed, religion, race, region, or location through NYPS 2.0. Participants can organize Youth Parliament Sittings under Institution/Group Participation categories or attempt an online quiz under Individual Participation category. Approximately 1.7 lakh students/citizens have participated through the web portal to date, with certificates generated through the NYPS Helpdesk upon successful participation.
The Ministry provides financial assistance to States/Union Territories for organizing Youth Parliament Competitions by reimbursing actual expenditure incurred, subject to submission of claims and prescribed annual ceilings. Reimbursement ceilings are structured based on legislature size: ₹3 lakh for Legislatures with up to 100 members, ₹4 lakh for Legislatures with 101–200 members, ₹5 lakh for Legislatures with more than 200 members, and ₹2 lakh for Union Territories without a Legislature.
While the Ministry does not conduct standalone orientation or training programmes for parliamentary awareness, it organizes Orientation Courses prior to each Youth Parliament Competition for Principals, Teachers-in-Charge, and Coordinators of participating institutions to familiarize them with procedures and methodology for conducting Youth Parliament Sittings. No financial assistance is provided to institutions for attending these Orientation Courses. During the period 1 April 2025 to 31 March 2026, four Orientation Courses were conducted: the 27th National Youth Parliament Competition for JNVs in virtual mode for 100 schools; the 36th National Youth Parliament Competition for KVS in virtual mode for 200 schools; the 58th Youth Parliament Competition for Delhi Schools in physical mode for 41 schools; and the 1st National Youth Parliament Competition for EMRS in physical mode for 36 schools.
