The Ministry of Agriculture and Farmers Welfare promotes organic farming through two central schemes: Paramparagat Krishi Vikas Yojana (PKVY) for all States/UTs including Assam, and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) specifically for North Eastern States including Assam. Both schemes have been operational since 2015-16 and provide end-to-end support from production to processing, certification, and marketing, with primary focus on forming organic clusters prioritizing small and marginal farmers to create supply chains.
Under PKVY, financial assistance of ₹31,500 per hectare is provided over a 3-year period for organic farming promotion. This includes ₹15,000 per hectare provided directly to farmers through Direct Benefit Transfer for on-farm and off-farm organic inputs. The MOVCDNER scheme offers higher assistance of ₹46,500 per hectare over 3 years, which includes support for creation of Farmers Producer Organizations and organic inputs for farmers. Of this amount, ₹32,500 per hectare is allocated for off-farm and on-farm organic inputs, which includes ₹15,000 as Direct Benefit Transfer to farmers.
Both schemes are implemented through State and Union Territory governments, ensuring decentralized execution. The information was formally disclosed by Union Home Minister and Minister of Cooperation, Shri Amit Shah, in a written reply presented in the Lok Sabha.
